The regular meeting of the City Council of the City of Tonasket was held on Tuesday, January 11, 2011 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Plumb and Councilmembers Griffin, Hines, Olson and Ramsey who joined in the flag salute. Also present were Police Chief Rob Burks, Superintendent Bill Pilkinton and City Clerk-Treasurer Alice Attwood.

                                                                        Approval/Minutes

It was moved by Olson and seconded by Hines to approve the minutes of the previous meeting. Motion carried.

                                                                        Bid Opening/Cemetery Liners

This meeting has been advertised as a bid opening for supplying cemetery liners for the years 2011 and 2012. Mayor Plumb postponed this part of the meeting until 7:30 pm. which was the actual time advertised.

                                                                        CCC/Proposal

Jean Pfeifer and Janet Culp, representing the Community Cultural Center, were in attendance to submit a proposal to the Mayor and Council. They would like to co-sponsor with the City a 3 part series called “Music in the Park” on July 8th, July 22nd and

August 5th, 2011.  The Mayor and Council were very supportive of this proposal and it was the consensus to record those dates for the use of History Park.  It was suggested the CCC speak with the Chamber of Commerce for their support also. This matter will be discussed at further meetings and the details worked out.

                                                                        Food Bank

Jerry Anderson and Nora Gavin were present to discuss the subject of the Tonasket Food Bank. The Food Bank will need to relocate soon and a new site has yet to be determined. The Mayor and Council are interested in assisting the Food Bank in finding a new location. The Food Bank is very important in our area and the Mayor and Council will continue to support the group in finding a new location.

                                                                        Bid Opening/Cemetery Liners

One bid was received for providing cemetery liners for the City. A bid in the amount of $265.00 per liner was received from Wilbert Precast from Spokane, Washington. It was moved by Hines and seconded by Griffin to accept the bid from Wilbert Precast in the amount of $265.00 per liner. Motion carried.

                                                                        Charter Franchise Agreement

There was discussion on the proposed Charter Franchise Agreement. Councilmember Olson stated it is important to him that the tax on the franchise not be increased. Mayor Plumb stated this agreement will be tabled for the time being and put into Committee.

                                                                        Ramsey Report                                             

Councilmember Ramsey reported that Loreen Felstet continues to work on the recycling center project.  Councilmember Ramsey also reported she had attended the Bonaparte Creek meeting and the Conservation District has received grant funding to clean up Bonaparte Creek. It is possible some of the funds could be used for fencing.

                                                                        Approval/Vugteveen Absence                      

It was moved by Olson and seconded by Hines to approve the absence of Councilmember Vugteveen from the Council meeting. Motion carried.

 

It was moved by Griffin and seconded by Hines to approve the following Mayor’s appointments for 2011. Motion carried.

                                                                        Highlands Associates Agreement

It was moved by Ramsey and seconded by Griffin to approve the agreement with Highlands Associates for 2011 with the following changes: change the written number on page 1 Section 1 letter A. from two hundred sixteen to five hundred twenty and on page 8 #1 Mill Street to Mill Drive. Motion carried. Councilmember Ramsey stated that Kurt Danison deserves a big thank you for his work this past year.

                                                                        Personnel Policy

City Clerk-Treasurer Attwood reported that she will be working on the Personnel Policy

with Deputy Clerk-Treasurer Deniece Miller to make some changes to assist with payroll. The suggested changes will have to do with anniversary dates and the carry over of comp hours.

                                                                        Old Firehall Building

Councilmember Ramsey brought up the fact that the City needs an agreement with the EMS District for the use of the old firehall building. Attorney Howe will be contacted regarding this matter.
