The regular meeting of the City Council of the City of Tonasket was held on Tuesday, October 11, 2011 at 7:00 pm in the City Hall Tonasket, Washington. 

 

Those present were Mayor Plumb and Councilmembers Griffin, Hines, Ramsey, Olson and Vugteveen who joined in the flag salute.

 

Brent Baker, the new reporter for the Okanogan Valley Gazette-Tribune was present and introduced himself to the Mayor and Council.

 

The public hearing was postponed to later in the meeting.

                                                                        Comp Plan/Zoning/Ord. #700

Kurt Danison was present to answer any questions the Mayor and Council may have regarding the proposed zoning and Comprehensive Plan ordinances and resolution.  After discussion, it was moved by Olson and seconded by Ramsey to adopt the Findings of Fact and the Staff Report on Title 17 and to adopt Ordinance # 700. Motion carried.

                                                                        Ordinance #701

A motion was made by Hines and seconded by Ramsey to adopt the Findings of Fact in the Staff Report for Title 16 and to adopt Ordinance #701. Motion carried.

                                                                        Resolution 2011-08

A motion was made by Ramsey and seconded by Griffin to adopt Resolution 2011-08. Motion carried. Resolution 2011-08 adopts an update to the City of Tonasket’s Comprehensive Plan, Introduction and Land Use Element and Land Use Designation Map.

                                                                        Resolution 2011-09

A motion was made by Griffin and seconded by Vugteveen to adopt Resolution 2011-09. Motion carried. Resolution 2011-09 adopts the 2011 Comprehensive Parks and Recreation Plan as an element of the Tonasket Comprehensive Plan, and includes its Capital Improvement Plan as an element of the City’s Capital Facilities Plan.

                                                                        Public Hearing/Budget

This meeting has been advertised as the Revenue Sources Public Hearing, the 2012 Preliminary Budget Hearing and to set the Tax Levy for 2012. Mayor Plumb opened the Public Hearing. The City Clerk discussed the proposed revenue sources for 2012 and the Preliminary Budget for 2012. Proposed Ordinance #699, which would set the tax levy for 2012, was postponed until the next meeting when more information is available. After discussion it was moved by Ramsey and seconded by Olson to approve the 2012 Preliminary Budget and to file it with the City Clerk. Motion carried. Mayor Plumb closed the Public Hearing portion of the meeting.

                                                                        Olson/Workshop

Councilmember Olson reported he will not be able to attend the workshop scheduled for October 18th. The Mayor and Council decided to change the date to the 17th so the whole Council could be in attendance. The Clerk will notify the media regarding this change.

                                                                        Ramsey/Questions

Councilmember Ramsey asked about the play equipment for Little Learners Park on State St. Councilmember Ramsey also asked about the basketball hoops at the City Park and if they will be repaired. The playground equipment and basketball hoops will be addressed. The Hirst Funds can be used for the equipment.

                                                                        Hines Report

Councilmember Hines reported there will be training for individuals to help Veterans, and  Shane Barton is the contact person for the training. Also, two High School Seniors are requesting support for their Senior Project at the Rodeo Grounds.

                                                                        Vugteveen Report

Councilmember Vugteveen mentioned she has had a complaint about the curb on Whitcomb Ave and Jonathan St. and if it is the City’s responsibility. It was stated the curb is the city’s responsibility.

                                                                        Plumb/Water Issues

Mayor Plumb gave an update on the water issues facing the City and explained the need for updates in the city other than the Bonaparte Creek area.

                                                                        Pilkinton Report

Superintendent Pilkinton reported he has found that people are using the City’s garbage cans to empty their personal trash in Chief Tonasket Park. There was discussion on whether cameras should be placed in the area to view the activities near the trash receptacles. No decision was made.

                                                                        NoaNet

It was the consensus of the Council to find out more about a proposal from NoaNet regarding fiber optics in the city. The Clerk will be receiving more information on this subject.

 

 

                                                                        Authorize Mayor/Sign CDBG

It was moved by Ramsey and seconded by Olson to authorize Mayor Plumb to sign applicable CDBG Planning Only Grant documents and Bonaparte Creek/Mill Drive documents. Motion carried.

                                                                        Water/Sewer Rate Discussion

There was discussion on water and sewer rates and the possibility of increases. The Council would like to hold Town Hall meetings to get the information out to our water/sewer customers.

                                                                        Varela/RD Application

It was moved by Olson and seconded by Vugteveen to allow Varela and Associates to apply for all of the water improvements in the application to Rural Development. Motion carried. The total project that will be applied for consists of the following elements:  the Bonaparte Creek area, the Upper Zone Booster Station, Locust Avenue, Winesap St., Division St. and the telemetry system.

                                                                        Airport Committee

The Airport Committee will be reviewing the Lease for the Fuel Tank Storage Site.

                                                                        Consent Agenda

It was moved by Griffin and seconded by Hines to approve the consent agenda: October Bills; (2772-2845) $38,660.32 with the addition to pay $148.76 to GTE Capital, September Payroll (2775-2788) and direct deposit run 9/28/2011 $59,863.64, and the minutes of the previous meeting . Motion carried.

                                                                        Adjournment

It was moved by Olson and seconded by Vugteveen to start reviewing the Tonasket Municipal Code after Budget is finalized. Motion carried.
