The regular meeting of the City Council of the City of
Those present were Mayor Walter and Councilmembers Fancher,
Public Hearing/2010 Revenue Sources
This meeting has been advertised as a public hearing on the revenue sources for the 2010 budget and the possibility of an increase in property tax revenues. Mayor Walter opened the Public Hearing. The City Clerk briefly described the revenue sources of the city that were listed on a handout. Councilmember Fancher asked the City Clerk if she had noticed an increase in revenues due to the opening of the new business in town. The City Clerk stated it may be too soon to notice on that particular business but she has noticed an increase due to the hospital construction. The possibility of an increase in property taxes was also discussed. The City Clerk stated that the City could realize a 1% increase over the 2009 revenues. Councilmember Fancher asked about the 1% and when that would take place. The City Clerk stated that it is determined with the Ad Valorem ordinance at the next meeting. There being no further questions Mayor Walter closed the Public Hearing portion of the meeting.
4 Way Stop Discussion
No one was present to discuss the possibility of a 4 Way Stop at 4th and Whitcomb.
Committee Reports
In Committee Reports, Councilmember Ramsey stated she attended the Bonaparte Creek Landowners meeting. She stated that Kurt Danison, City Planner, was well received by those in attendance.
Park Committee Meeting
There will be a Park Committee meeting on Tuesday, October 20th, at 5:00 pm in the Council Chambers to discuss possible funding methods and related issues for a new swim pool. Kurt Danison, contract planner, will be invited. This meeting will be advertised because more that 2 Councilmembers will more than likely be in attendance.
It was moved by Maden and seconded by Fancher to approve the agreement with Alliance One and authorize Mayor Walter and Judge Castelda to sign the applicable documents. Motion carried.
Burks Report
Chief Burks reported he will be receiving a $9999.00 grant for surveillance cameras and various police equipment. He also reported that a traffic safety grant will be available and he would like to apply for those funds also. Councilmember Vugteveen asked Chief Burks about the graffiti in town. Chief Burks stated that one person has been jailed for the vandalism and it has quieted down.
Attwood Report
The City Clerk reported she attended a meeting in Omak to discuss the proposed County Comp Plan with other cities. It is the intent of the group to be involved with the County to ensure the cities concerns regarding the proposed Comprehensive Plan are met.
Project Prioritization
It was moved by Fancher and seconded by Maden to authorize
Kurt Danison to submit and sign two projects, the annexation of
Correspondence
A letter was read from Ralph Longanecker thanking the city and those involved with the city clean up and a letter was read from Italia Grasso stating she has property she would like to sell to the city for a police department. The Clerk was instructed to write to her and let her know the city is not interested in her property at this time.
There will be a holiday lighting meeting at 6:30 pm at the Tonasket Saloon on October 15th.
Approval/Consent Agenda
It was moved by Ramsey and seconded by Vugteveen to approve the Consent Agenda which consist of the minutes of the previous meeting, September Payroll (10004-10031) $54,569.44 and September Bills (19654-19712) $66,142.24. Motion carried.

It was moved by Vugteveen and secponded by Ramsey to adjourn the meeting. Motion carried.
