The regular meeting of the City Council of the City of Tonasket was held on Tuesday, October 25, 2011 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Councilmembers Olson, Ramsey and Vugteveen who joined in the flag salute.

 

Mayor Pro-Tem Vugteveen presided over the meeting due to the absence of the Mayor.

                                                                        Excuse Councilmember

It was moved by Olson and seconded by Ramsey to excuse Councilmember Hines from the Council meeting. Motion carried.

 

Mayor Plumb arrived at 7:08 pm.

                                                                        Approval of Minutes

It was moved by Olson and seconded by Ramsey to approve the minutes of the October 4th, 2011 meeting and the October 11th, 2011 meeting. Motion carried.

                                                                        Bergh/Miller Request

Gary Bergh and Scott Miller, from Bergh Funeral Home, were present to ask the Council if they would be interested in selling a portion of the City’s cemetery property for a crematorium. They would like to purchase ¼ to ½ acre for this endeavor. The Mayor and Council were very interested and would like to start research on this matter. There are questions if the property will remain in City limits if sold and what is the best way to proceed with this request. The Clerk will start investigating this process.

                                                                        Alexander/Winterfest

Kari Alexander was in attendance to ask the City for permission to have Winterfest Activities in Founders Day Park on December 2nd. The Winterfest group may also be offering mulled wine for the adults and that would require a banquet permit. It was moved by Ramsey and seconded by Vugteveen to allow the Winterfest Activities on December 2nd in Founders Day Park from 4 pm to 8 pm and also allow the mulled wine with the required Banquet Permit. Motion carried.

                                                                        Alexander/Complaint

Kari Alexander was also present to complain about the ten to twelve cats that her neighbor is feeding. Mayor Plumb stated he will talk to Chief Burks about this problem. Ms. Alexander was told that she could request a trap to put on her own property.

                                                                        Budget Workshop Hearing

This meeting has been advertised as a Budget Workshop Hearing on the 2012 Budget. Mayor Plumb opened the Hearing. The City Clerk stated that she is still working on the budget numbers. The Mayor and Council will hold another Budget Workshop on November 2nd from 6 pm to 7 pm.  The Mayor closed the public hearing.

                                                                        Varela Agreement

The agreement with Varela and Associates for the Bonaparte Creek/Mill Drive Project was briefly discussed. The City Clerk told the Mayor and Council that Attorney Howe has reviewed the agreement and found it acceptable. There was a question as to why there were so many strikeouts. The Clerk asked if the Mayor and Council would like a Varela representative to come over to a Council meeting. The Council was concerned about the cost to the City. If the Council has questions they can call Varela’s.

                                                                        Ordinance #699

Discussion and possible adoption of Ordinance #699 was postponed until the whole Council is present. Ordinance #699 would set the tax levy for 2012.

                                                                        Vugteveen/Playground Equipment

Councilmember Vugteveen reported she has a new catalog for playground equipment for Little Learners Park. She also found a box of maintenance items for the park. There was  discussion if there will be a local group to care for the park after it is rejuvenated. At this time there are no volunteers to do that job.

                                                                        Olson Report

Councilmember Olson reported there will be an open house at the TVBRC on October 26th from 10 am to 6 pm and he encourages all to attend.  He also reported that the Tonasket FFA is 2nd in the nation in parliamentary procedures and should be recognized.

                                                                        Ramsey Report

Councilmember Ramsey reported the Eagles Auxiliary will be holding a Halloween Party for the Youth from 1 pm to 3 pm in the Tonasket High School Commons.

                                                                        Payment/Varela & Associates

It was moved by Ramsey and seconded by Olson to approve payment to Varela and Associates in the amount of $19,200 for their work on the water plan. Motion carried.

                                                                        Airport Committee

The Airport Committee will meet and discuss the Airport Lease for the fuel storage site.

 

                                                                        Bergh Request Discussion

There was a brief discussion on the Bergh Funeral Home request and that Kurt Danison and Mick Howe should be consulted as to how to proceed.

                                                                        Mayor/Economic Alliance

Mayor Plumb reported Kurt Danison is the official Economic Alliance representative and that he would attend when needed.

                                                                        Excuse Griffin

It was moved by Vugteveen and seconded by Olson to excuse Councilmember Griffin from the Council meeting. Motion carried. Ramsey voted no.

                                                                        Adjourn Meeting

It was moved by Olson and seconded by Vugteveen to adjourn the meeting. Motion carried.
