A budget workshop was held on Tuesday, November 13, 2007 at 5:00 pm at Whistler’s Restaurant, Tonasket, Washington.

 

Those present were Mayor Walter, and Councilmembers Clarkson, Fancher, Plumb and Ramsey.

 

Councilmember Plumb started the workshop as Mayor Pro Tem. Mayor Walter and Councilmember Fancher arrived late.

                                                                        Budget Workshop

The Department Heads presented their proposed budgets. Superintendent Pilkinton prioritized his budget requests for the Council. Chief Burks and City Clerk Alice Attwood also presented their budget requests. The Department Heads are requesting a wage adjustment of $250 per month per employee. Each Department Head informed the Mayor and Council why they believe the employees should receive the wage adjustment. The City Clerk stated she feels the employees would be satisfied with $200 per month and for the city to continue paying for health care costs. The health care costs will be going up approximately $57 a month per employee in 2008. There was much discussion on this subject. No action was taken on any of the items.

The workshop session was declared closed.

                                                                        Regular Meeting

The regular meeting of the City Council of the City of Tonasket was held Tuesday,

November 13, 2007 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Walter and Councilmembers Clarkson, Ramsey and Plumb who joined in the flag salute.

                                                                        TVBRC

Lisa McCoy, Chamber representative, stated they have recently interviewed a person to take over the duties at the TVBRC. The building will be closed during the construction and during that time the new person will be organizing the office.

                                                                        Tree Lighting Ceremony

The Tree Lighting ceremony will be held November 30th and they are looking for volunteers to act as Santa and Mrs. Claus.

                                                                        Brad Wood Question

Brad Wood was in the audience and asked if any information had been received regarding the

Conflict of Interest subject with Attorney Howe. The Mayor stated the matter is being looked into and he will have an answer at the next Council meeting. Attorney Howe is the legal representative for Hospital District #4 and also the city’s attorney and there is some concern if the Waiver of Conflict of Interest is sufficient to allow Attorney Howe to represent both entities.

                       

Councilmember Fancher arrived at 7:05 pm.

                                                                        Unfinished Business & Committee Reports

There was no unfinished business or committee reports to attend to.

                                                                        Wizard Works Payment

It was moved by Plumb and seconded by Fancher to approve payment to Wizards Works for the TVBRC remodel in the amount of $62,923.72. Motion carried.

                                                                        TVBRC Change order

It was moved by Fancher and seconded by Ramsey to authorize the Mayor to sign an amendment to our contract with Wizard Works in order to provide a direct stairway from the parking lot to the front of the building provided the change order does not exceed $500.00. Motion carried.

                                                                        Appointments to Planning Commission

It was moved by Fancher and seconded by Ramsey to appoint Colin Graham and Barbara Walker to fill the vacant Planning Commission positions. Motion carried.

                                                                        Civil Service Resignation

Mayor Walter announced that Joy Keeling has resigned from the Civil Service Commission.

                                                                        Approval of Consent Agenda

It was moved by Fancher and seconded by Plumb to approve the consent agenda which consists of the following: Minutes of the previous meeting and a special meeting, October Payroll (9301-9328) $48,307.29 and October Bills (18386-18433) $35,534.38. Motion carried.

                                                                        Approval/TVBRC Door & Installation

It was moved by Plumb and seconded by Ramsey to allow up to $75.00 for the purchase and installation of an office door at the TVBRC. Motion carried.

                                                                        Executive Session                                         

The Mayor declared a 15 minute executive session. After the 15 minutes the meeting was called to order.
