A special meeting of the City Council of the City of Tonasket was held on Tuesday,

November 6, 2007 at 7:00 pm in the City Hall, Tonasket, Washington.

 

This meeting was advertised and the Mayor and Council notified according to RCW 42.30.080.

 

Those present were Mayor Walter and Councilmembers Clarkson, Ramsey, Fancher, Maden and Plumb.

                                                                        Community Development Block Grant       

This meeting has been advertised as a special meeting to discuss the application for a Community Development Block Grant.

                                                                                   

Barbara Engstrom, the grant writer for North Valley Hospital, facilitated the meeting. Ms Engstrom explained there is approximately 200 million dollars available for communities that have 51% or more low and moderate income people residing in the area. The Community Development Block Grant (CDBG) that is being applied for by the city as lead agency for Hospital District #4, will be used for critical infrastructure upgrades for the existing portion of the hospital, including the boilers, fire suppression, and water/sewer connections.

 

There were approximately 80 people present in the audience. The majority of those in the audience thought the meeting was concerning the Hospital Bond and the Petition for Vacation of a portion of Second Street and a portion of the alley south of the hospital. Mayor Walter informed everyone that the meeting was strictly a public hearing concerning the CDBG application and there would be no discussion on anything else.

 

People were concerned what the grant money would be used for. Barbara explained that there are strict rules on how the money can be used. It was asked what would happen if the hospital didn’t receive the grant and Warner Bartleson, Hospital Administrator, explained that the boilers will still need to be fixed and it would have to come out of the bond funds.

 

It was stated the grant funds are not guaranteed, because it is a competitive application process. If the community would like to show their support they can write a letter to the State and send it to North Valley Hospital. They will include all letters they receive with the grant.

                                                                        Resolution 2007-14

It was moved by Fancher and seconded by Plumb to approve Resolution 2007-14. Motion carried. Clarkson and Ramsey voted no. Resolution 2007-14 authorizes the application to the State of Washington for Community Development Block Grant (CDBG) Funds and ascertaining that certain required conditions are met to qualify for Federal Funding.

                                                                        Resolution 2007-15

It was moved by Fancher and seconded by Plumb to approve Resolution 2007-15. Motion carried. Clarkson and Ramsey voted no. Resolution 2007-15 establishes a grievance procedure for complaints.

 

It was moved by Plumb and seconded by Ramsey to adjourn the meeting. Motion carried.
