The regular meeting of the City Council of the City of Tonasket was held on Tuesday, February 23, 2010 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Plumb, and Councilmembers Griffin, Ramsey, and Vugteveen who joined in the flag salute. Councilmembers Fancher and Maden were unable to attend the meeting.

                                                                        Approval of Minutes

It was moved by Ramsey and seconded by Vugteveen to approve the minutes of the previous meeting. Motion carried.

                                                                        WSDOT

George Stuart and David Kieninger, WSDOT, were in attendance to talk to the Mayor and Council about a proposed lighted crosswalk at SR 97 and Second Street and also regarding the possibility of slowing traffic coming into town.  Mr. Stuart stated that one option for the crosswalk is a push button flashing light which costs approximately $20,000. Mr. Stuart suggests orange flags on the corners that he sees as a simple and inexpensive way to remedy the problem. The flags are kept in a holder on each side of the street and if one walks across the street they take a flag and hold it out so a driver can see them.  There was discussion of having more signage to alert drivers. The WSDOT representatives stated there is a process to go through to lower the speed limits entering town. More research will need to be done at both ends of town to determine new speed limits. This matter will be discussed again at a later date.

                                                                        EMS/Firehall

Jeff Cravy, EMS District, was present to discuss the old fire hall building, which is owned by the City and currently being used buy the EMS District. They would like to enter into an agreement with the city for use of the building. They have been making repairs to the facility and would like to discuss an agreement before anymore repairs are done.  This matter will be discussed further. It was stated it is important that Superintendent Pilkinton is involved in what is happening with the old fire hall building.

                                                                        Public Comment

George and Patti Hill were present to discuss the pedestrian crosswalk problem in town.

                                                                        Councilmember Ramsey

In unfinished business, Councilmember Ramsey stated that the ordinance that pertains to the old city dump needs to be repealed.  The City Clerk will contact Attorney Howe to take care of this request.

                                                                        Councilmember Vugteveen

Councilmember Vugteveen reported that Ty Olson will purchase the materials and construct a new sign that displays local organization signs that will be placed in Triangle Park.

                                                                        Letter/Henderson

Mayor Plumb stated he would like to write a letter of encouragement to Tom Henderson for cleaning up his property.

                                                                        PUD/Right of Way Approval            

It was moved by Griffin and seconded by Vugteveen to approve the Right of Way request from the PUD and authorize the Mayor to sign it contingent on Attorney Howe’s approval. Motion carried.

                                                                        Signature Approval/Applications

It was moved by Ramsey and seconded by Griffin to authorize the Mayor to sign the applicable documents for the DWSRF and RD applications. Motion carried.

                                                                        Work to be Included in Grant App.

It was the consensus of the Council that water lines on Division St., Locust Ave and the Booster Pump on Joseph Ave. are to be included in the grant applications for work to be done if the city is awarded the funds.

                                                                        RFQ’s/Swim Pool

The City advertised for RFQ’s for a feasibility study for the renovation of or the replacement of the swimming pool. This will be discussed at the next council meeting.
