**DRAFT**

A special meeting of the City Council of the City of Tonasket was held on Thursday, February 24, 2011 at 7:00 pm for the purpose of a public hearing to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and receive comments on proposed activities, particularly from low- and moderate-income persons and persons residing in the Tonasket area.

Those present were Mayor Plumb and Councilmembers Griffin, Ramsey and Vugteveen.

Also present was City Clerk-Treasurer Attwood.

Mayor Plumb opened the public hearing. No one was in attendance for this hearing. The CDBG Program and Activities handout was given to the Mayor and Council along with the Overview of the proposal to submit an FY 2011 CDBG Grant application.

The handouts were reviewed by the Mayor and City Councilmembers. Since citizens were not in attendance the citizen input and opinions portion of the agenda was not applicable.

The grievance procedure, Resolution 2008-09, was briefly reviewed.

It was moved by Griffin and seconded by Vugteveen to apply for the Community Development Block Grant Planning Only Grant to update the City’s Water System Plan and authorize the Mayor to sign the applicable documents. Councilmember Vugteveen asked for clarification of what the funds are for and the Mayor and City Clerk replied the funds would be to update the Water System Plan which needs to be done to be in compliance with state regulations. Mayor Plumb called for the vote and the motion passed unanimously. The applicable documents approved for signing are Resolution 2011-01 the Resolution with Certifications of Compliance, the Title VI Certification and the Project Summary Form.

There being no further business the meeting was declared adjourned.
