A special meeting of the City Council of the City of Tonasket was held on Tuesday,

March 15, 2011 at 7:00 pm in the City Hall, Tonasket, Washington.

 

The purpose of this meeting is to consider declaring the following real property surplus to the City’s needs and to consider and hear public testimony concerning the possible sale of said real property to the EMS District. The subject property is known as the “Old Firehall” property and is located at 21 E. Fifth St., parcel #2420101300, Lot 12 thru 16 Blk 10 Tonasket.

 

RCW’s 39.33.010 and 39.33.020 pertaining to the disposal of surplus property were followed.

 

Those present were Mayor Plumb and Councilmembers Griffin, Hines, Olson, Ramsey and Vugteveen who joined in the flag salute.  Also present were Attorney Mick Howe and City Clerk-Treasurer Attwood.

 

Mayor Plumb opened the meeting. Councilmember Olson stated that he is not in favor of the City losing property but feels this is a good use of the property in question.  Jeff Cravy, EMS Representative, was present and stated that the facility is good for parking the vehicles in to keep them out of the weather. He also stated there isn’t any other property in town available for this use and that the County Commissioners are supportive of this proposal.  Ed Jeffko, a local businessman, questioned the selling of this property to the EMS District and is concerned if it is a good idea.

 

Dale Clarkson, a Tonasket resident, also voiced his disapproval of the City selling the property for an amount that is so much lower than the assessed value.

 

Jerry Anderson, an EMS worker, stated he has been involved with the EMS for quite awhile and it is beneficial to have the ambulances located in one area.

 

Jeff Cravy stated the EMS district is financially able to purchase the property at the suggested price at this time.

 

Councilmember Olson stated he appreciates Mr. Clarkson’s concerns, and wants a rational price and can see the value of having the ambulance in town.

 

Councilmember Vugteveen stated the response time is a service and is equal to surrounding areas.

 

There was much discussion regarding the proposed price and that it was too low compared to the assessed value of the property.  Attorney Howe stated the City is able to sell the property at a lower price but needs to the show value it is receiving in place of the dollar amount.  RCW’s 39.34, 39.33, and 43.09.210 give the city the authority to sell the property to the EMS District.

 

It was moved by Griffin and seconded by Hines to declare the old firehall building and property surplus to the City’s needs. Motion carried.

 

Next there was discussion on the Proposed Interlocal Agreement to sell the old firehall property to the EMS district.

 

A motion was made by Griffin and seconded by Ramsey to adopt and authorize the Mayor to sign the Interlocal Agreement with modifications with the EMS District. The modifications are as follows:

1)         2nd Whereas, state the property has been declared surplus

2)         4th Whereas, list the repairs

3)         Interest will be calculated and also term of contract either 5 or 7 years

4)         Right of reversion

5)         Right of first refusal

Motion carried.

 

A motion was made by Vugteveen and seconded by Hines to adjourn the meeting. Motion carried.
