The regular meeting of the City Council of the City of Tonasket was held on Tuesday, March 8, 2011 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Plumb and Councilmembers Griffin, Hines, Olson, Ramsey and Vugteveen who joined in the flag salute. Also present were Chief Burks, Superintendent Pilkinton, Planner Danison and City Clerk-Treasurer Attwood.

                                                                        Presentation/Rail Road

Keith Collier, Rail America, was in attendance to give a presentation to the Mayor and Council. Mr. Collier talked about the significance of the Heavy Haul Corridor and the railroad.  Mr. Collier had a power point presentation showing how successful a short line is and the good service that it provides. There was a question and answer period and also questions about the City acquiring the public access across the railroad to Chief Tonasket Park.  Mr. Collier stated he is not the person that deals with that subject. The Mayor and Council thanked him for his presentation.

                                                                        RH2 Engineer

Erik Howe, from RH2 Engineers, was present to introduce himself and to bring his companies submittal for the US 97 Pedestrian Project.

                                                                        Planner Update

Kurt Danison, City Planner, was present to update the Mayor and Council on a few items. Kurt reported the Shoreline Master Program is not ready for review yet. He will meet with Christian Johnson, Building Official, to finish up the loose ends. There was a public hearing held and the hearing will be continued in April. 

                                                                       

The Planning Commission is looking at the zoning code and plans to amend it to include provisions for planned developments. The Planning Commission is also looking at zoning options for the Bonaparte Creek area.

 

Kurt briefly discussed the Park and Recreation survey and mentioned the Council needs to decide what to do next with the swim pool.

 

Kurt suggested Mayor Plumb should talk with the County Commissioners regarding the public access across the railroad tracks. Part of the property the road would go across belongs to the County.

                                                                        Youth Center Agreements

It was moved by Olson and seconded by Hines to approve the two new Youth Center agreements, one agreement is for Youth Groups/No charge and the other is for rental of the facility that will include a maintenance deposit of $200 plus the actual rental fee. Motion carried.

                                                                        Business Owner Complaint

Councilmember Vugteveen stated a local business person complained that a neighboring business owner is allowing their dog to defecate on the sidewalk and not cleaning it up. There was discussion on this matter and no action was taken.

                                                                        Newsletter Discussion

There was discussion that a newsletter would be helpful to inform the citizens of different things going on in town and also certain rules and regulations.

                                                                        Chickens

The subject of being able to have chickens inside the City Limits was discussed. It was the consensus of the Council to revisit this subject.

                                                                        Griffin/Disneyland

Councilmember Griffin reported she will be traveling with the Tonasket Middle and High School Band to Disneyland. The Band has been raising funds to be allowed to make this trip.

                                                                        Mayor Assignments

Mayor Plumb brought up a few items he would like his Committee’s to address:

1) Park Committee---look at a golf course/putting green at Chief Tonasket Park.

2) Water Committee---meet with Bill to get a general idea of what is going on in town.

3) Park Committee---research matching signs in parks.

4) Airport Committee---meet with Airport Improvement Club.

5) Councilmembers Griffin and Olson to work on “National Night Out”.

6) Public Safety Committee to meet with Chief Burks.

7) Finance Committee to meet with the City Clerk when quarterlies are done.

8) Street Committee to meet with Matt Welles, Farmers Market, and Superintendent   Pilkinton and Chief Burks.

 

The Mayor also stated that the old signs going into Chief Tonasket Park need to be removed.

 

The City Clerk was asked to write a letter to the Parent Teacher Organization thanking them for putting on the Carnival. The Clerk was also instructed to review the 2010 minutes to see if there are any matters that require follow-up.

                                                                        Paint Stripe Streets

The City Clerk reported it is that time of year again to paint stripe the streets. The Clerk will contact WSDOT to proceed with this annual project.

                                                                        Resolution 2011-02

It was moved by Griffin and seconded by Vugteveen to approve Resolution 2011-02. Motion carried. Resolution 2011-12 sets the dates for the Annual Spring Clean Up.

                                                                        2011 Committee Appointments

It was moved by Olson and seconded by Vugteveen to approve the 2011 appointments as shown below. Motion carried. Ramsey voted no.

                                                                        Passing Lane Information

The City Clerk handed out information that shows where passing lanes will be constructed on SR 97 in the future.

                                                                        Public Hearing March 15

The City Clerk reminded the Mayor and Council of the Public hearing on Tuesday, March 15th.

                                                                        Approve Consent Agenda

It was moved by Vugteveen and seconded by Griffin to approve the consent agenda which includes the minutes of the 2-8-2011 and 2-22-2011 regular Council meetings and the 2-24-2011 and 2-15-2011 special meetings, February Payroll (2262-2275 & 2/23/2011 Direct Deposit Run) $56,647.30, March Bills (2276-2325) $76,983.73. Motion carried.
