The regular meeting of the City Council of the City of Tonasket was held on Tuesday, April 22, 2008 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Walter and Councilmembers Fancher, Griffin, Maden, Ramsey and Vugteveen who joined in the flag salute.

                                                                        Approval of Minutes

It was moved by Maden and seconded by Ramsey to approve the minutes of the previous meeting. Motion carried.

                                                                        Public Comment

Mayor Walter asked if there was anyone in the audience that wished to speak and no one responded.

                                                                        Airport/Jeffko & Dent

Ed and Claire Jeffko and Jerry and Marla Dent were present regarding Airport Development. They own the property west and adjacent to the City’s airport. It is their intention to develop the property and they would like “through the fence” access to the airport. Leroy Orr, a local pilot, was in attendance and voiced his concern regarding the proposal and that the City Council should be aware of the situation at the airport and consider the pros and cons. Mr. Orr also stated the west side of the airport is part of the traffic pattern for planes flying into the airport. Mayor Walter stated this was an informative session and Mr. Jeffko stated he wanted to open dialogue with the City on the subject. The Mayor also stated the city is in the process of working on an Airport Layout Plan and this proposal could be researched as part of the plan. The Jeffko’s and Dent’s and local pilots will be notified of further meetings when this is discussed.

                                                                        Legacy Park

The Legacy Park water hookup will be discussed at the next Council meeting.

                                                                        Community Meeting

The City Clerk reminded the Council of the Community meeting on Thursday April 24 at 5:30 pm. The purpose of the meeting is to gather ideas for improvements to the city.

                                                                        Ordinances #650 & #651

It was moved by Fancher and seconded by Maden to adopt Ordinances #650 and #651. Motion carried. Ordinances #650 and #651 are budget amendment ordinances.

                                                                        Police Dept./Meeting

There was a brief discussion regarding the research for a new police department building. Mayor Walter stated Councilmembers Maden and Ramsey should meet with Chief Burks and strategize for short term and long term plans and bring recommendations to the Council.

                                                                        Maden/Report

Councilmember Maden reported she has been appointed as a boardmember for the Economic Alliance but will not be able to continue due to other commitments.

                                                                        Vugteveen/Report

Councilmember Vugteveen reported she is still working on the City flag. It is intended the flag will be carried in the parade of flags at the Association of Washington Cities Conference in June.

                                                                        Ramsey/Report

Councilmember Ramsey reported she attended the Chamber of Commerce meeting and she will be working with them on a welcome committee for new businesses.

                                                                        Proclamation

Mayor Walter read a Proclamation declaring April 28th – May 2, 2008  as National Volunteer Week.

                                                                        Ramsey/Park

Councilmember Ramsey reported she had complaints regarding the dusty condition of the road at Chief Tonasket Park. Tuesday, Thursday and Saturdays are the days that are the busiest. The matter will be looked into.

                                                                        Hospital/Parking

A request has been received from Warner Bartleson, Adminstrator from North Valley Hospital District, asking to use parking spaces at the Tonasket Visitor and Business Resource Center for their employee parking during construction of the new hospital. After discussion, it was moved by Fancher and seconded by Griffin to allow the hospital district employees to use the three parking spaces in the northwest corner in the City Hall parking lot during construction, that the hospital provide the signage for the spaces and that extended cab pickup trucks will not be allowed. Motion carried. Councilmember Ramsey voted no and Councilmember Maden recused herself from the discussion and the vote.

                                                                        Tour of City Facilities

City Clerk Alice Attwood asked the Council to provide Superintendent Bill Pilkinton a list of city facilities they would like to see during the tour of City property. The Council decided at the retreat it would be beneficial to know the City facilities. The tour will take more than an hour and will be set up when the Superintendent has adequate time.

 

                                                                        Meeting/Park Committee

Chris Branch would like to meet with the Mayor and Park Committee at 4:00 pm on either Wednesday or Thursday. Councilmember Vugteveen stated she could meet on Wednesday at 4:00 pm

                                                                        Airport Layout Plan

The City Clerk handed out the draft scope of work for the Airport Layout Plan for the Mayor and Council to review.

                                                                        Policy Review

The City Clerk also handed out the draft Grant Application/Purchasing Policy for the Mayor and Council to review before adoption.

                                                                        Arbor Day

Due to inclement weather the Arbor Day Celebration was canceled on April 19th. The Mayor and Council decided to reschedule the date to Monday, April 28th at 4:30 pm.

                                                                        Correspondence

Correspondence was read from Okanogan County Transportation and Nutrition regarding the bus replacement funds and also a letter and Award of Achievement from the Department of Natural Resources congratulating the City of Tonasket on becoming a Tree City for 2007.
