The regular meeting of the City Council of the City of Tonasket was held on Tuesday, April 26, 2011 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Plumb and Councilmembers Griffin, Hines, Olson, Ramsey, and Vugteveen who joined in the flag salute. Also present were Chief Burks and Clerk-Treasurer Attwood.

                                                                        Approval of Minutes

It was moved by Ramsey and seconded by Olson to approve the minutes of the April 12, 2011 regular City Council meeting. Motion carried.

                                                                        E-Waste Collection

Loreen Felstet was in attendance to report they are collecting E-Waste again and the Mayor thanked Loreen for her Green Day activities.

                                                                        Closed Record Hearing

This meeting has been advertised as a closed record hearing to review the record relevant to the City Council’s decision to affirm, modify, or reject the Planning Commission’s recommendations on applications for a residential subdivision of a 4.24 acre parcel in six (6) 7,400 to 17,900 sq. ft individual lots with the remaining lands held as common area for community amenities such as a community building, accessory parking, gardening areas, internal roadways, drives, drainage controls and open space. Mayor Plumb opened the hearing by stating the above. Mayor Plumb asked if there was anyone present who wished to challenge the Council’s jurisdiction in this matter. There were no objections. Mayor Plumb asked if there was any member of the Council who wished to excuse themselves for conflicts of interest or appearance of fairness issues. No one replied. Mayor Plumb then asked if any of the Council wished to disclose ex parte communication on the subject. Councilmember Olson stated he had conversations with several community members regarding the development and the comments he received were all positive. Mayor Plumb asked if there was anyone present who wished to challenge any of the Council’s membership or his position as chair for the conduction of this meeting. There were no challenges. The records were identified by Building Inspector Christian Johnson. The Council was asked if they had any questions regarding the Pleasant Glade Planned Development. Councilmember Vugteveen asked about sidewalks being constructed. Christian stated that sidewalks on Jonothan St. are not included as part of this project.  After further discussion a motion was made by Councilmember Griffin and seconded by Councilmember Olson to adopt by reference the Planning Commission’s Findings of Fact and Conclusions and affirm the Planning Commission’s recommendation on the Pleasant Glade Planned Development Rezone application and adopt Ordinance #694. Motion carried.  It was then moved by Griffin and seconded by Ramsey to adopt by reference the Planning Commission’s Findings of Fact and Conclusions and approve the Pleasant Glade Planned Development of Preliminary Plat application as recommended by the Planning Commission. Motion carried. The Mayor then closed the Closed Record hearing portion of this meeting.

 

                                                                        Farmer’s Market

Wayne Verbeck and Matt Welles were present to update the Mayor and Council on the Farmer’s Market. They reported that safety along the highway is a large concern and they plan on putting cones along SR 97 to keep people from parking there and asking the vendors to park on another block.  There was a brief discussion about closing Western Ave between Delicious and Jonothan for overflow of the market, which has been approved by the Council.

                                                                        Ordinance #692

It was moved by Olson and seconded by Hines to adopt Ordinance # 692. Motion carried.

Ordinance #692 amends the budget to include revenues and expenditures in the Police Department, funds to be received from the Northern Border Security Grant.

                                                                        Engineer Selection/Pedestrian Project

It was moved by Vugteveen and seconded by Griffin to select Varela and Associates as the engineer for the Pedestrian Project. Motion carried. Olson, Vugteveen and Griffin voted yes, Hines and Ramsey voted no.

                                                                        Contract Negotiation Approval

It was moved by Vugteveen and seconded by Olson to authorize the Mayor to enter into contract negotiations with Varela and Associates for the Pedestrian Project. Motion carried. Vugteveen, Olson and Griffin voted yes, Ramsey and Hines voted no.

                                                                        Approval-Police Policy

It was moved by Ramsey and seconded by Hines to accept and approve the Police Policy that refers to the safety of children. Motion carried.

 

 

 

                                                                        Vugteveen Report

Councilmember Vugteveen reported she will be having a safety meeting with Chief Burks and a field trip to see certain City facilities with Superintendent Pilkinton.

                                                                        Hines Report

Councilmember Hines asked about recycling and Loreen Felstet was in the audience and stated she can be contacted about recycling questions.

                                                                        Olson Report

Councilmember Olson stated he does not have a report at this time.

                                                                        Griffin Report

Councilmember Griffin reported they had a great Arbor Day and that it was covered well by the media. Trees were planted at the south end of Chief Tonasket Park.

                                                                        Ramsey Report

Councilmember Ramsey reported the Food Bank organizers are still searching for a new place for the Food Bank and are asking for the city to consider city property for their facility. No decision has been made on this matter. Councilmember Ramsey asked if more garbage cans could be placed around Chief Tonasket Park. The City Clerk will contact the Superintendent to take care of this matter.

                                                                        Additional Portable Toilet @ Park

There was a request for an additional porta pottie to be place at Chief Tonasket Park during May when the park is used the most.

                                                                        Golf @ Park

There was a brief discussion on having a place for golfers at Chief Tonasket Park.

                                                                        Park Committee Meeting

The City Clerk reported there will be a Park Committee meeting, May 12 at 4:00 pm. This will be a good time to discuss all of these park issues.

                                                                        Ramsey--Concerns

Councilmember Ramsey reported 2nd Street parking is still a concern. She also mentioned we should look at the no parking areas on the corners of Whitcomb Ave. which may be attributing to the difficulty in crossing the street at intersections. The matter will be researched to make sure the city is in compliance.

                                                                        Mayor Plumb—Signage & 4th Street

Mayor Plumb brought up the subject of faded signs and signs no longer needed in town. Also, there is continuing concern regarding the right hand turns from 4th St. to Whitcomb Ave. These matters will be looked into.

                                                                        Airport Grant

It was moved by Ramsey and seconded by Vugteveen to apply for an Airport Aid Grant to purchase equipment to have a wireless web cam with a stand alone computer, windsocks, and beacon at the airport. Motion carried.

                                                                        Approval of Street Paint Striping

It was moved Olson and seconded by Hines to approve the agreement with the DOT for street paint striping for $980. Motion carried.

                                                                        Noxious Weed Spray

It was moved by Ramsey and seconded by Griffin to approve the Mayor to sign the agreement with Okanogan County Weed Control Board for them to spray for Class A noxious weeds. Motion carried.

                                                                        Peddler’s Permit Denied

It was moved by Olson and seconded by Vugteveen to deny a peddler’s permit application submitted by Epigmenio Castaneda due to lack of information. Motion carried.

                                                                        Food Bank Discussion

There was further discussion on the Food Bank. Bill Nelson is in the process of writing a grant for a facility and the Food Bank organizers are asking for the City to set aside a piece of property for the Food Bank. One piece of property they are looking at is the street right of way behind the old Villa Fare building. Councilmember Olson asked if there are empty buildings in town they might consider?  It was the consensus of the Council to have the Clerk write a letter of support to the Food Bank organizers stating the City supports them in their funding endeavors.

                                                                        Landowners Meeting

It was reported there will be a Bonaparte Creek/Mill Drive Landowner meeting on Thursday April 28, 2011 at 6pm to discuss various zoning issues related to possible annexation of the area.

                                                                        TVBRC/Open House

It was also reported the Tonasket Visitor and Business Resource Center will be having an open house on Saturday, May 7th, 2011.

 

 

 

 

                                                                        Bonaparte Landowner Meeting

There will be a Bonaparte Creek Landowner Group Meeting on May 12, 2011 from 6pm to 7:30 pm here in the City Hall. This is the meeting organized by the Okanogan Conservation District.   

                                                                        CDBG Funds

The City Clerk read a letter from the Department of Commerce that states the CDBG Program is waiting for the 2011 federal funding allocations. The funds were originally to be awarded in May but now could be later.

                                                                        Tree City USA Designation

The City also received official notification that it has been awarded the Tree City USA designation for 2010.

                                                                        Correspondence

Correspondence was received from Economic Alliance thanking the City for support and also a notice for an Open House at Mid Valley Hospital April 29th.

                                                                        Adjournment

A motion was made by Hines and seconded by Ramsey to adjourn the meeting. Before the vote could be called, a lady in the audience asked if the Council would be discussing the resignation of Janet Storey. The Mayor and Council stated they were not going to discuss the subject. The Mayor called for the vote and the motion carried to adjourn the meeting.
