The regular meeting of the City Council of the City of Tonasket was held on Tuesday, April 27, 2010 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Plumb and Councilmembers Fancher, Griffin, Ramsey and Vugteveen who joined in the flag salute. Also present was City Clerk Alice Attwood. Councilmember Maden was unable to attend.

                                                                        Chamber of Commerce

Kari Alexander and Julie Alley, Chamber of Commerce, were present to ask the Council’s permission to paint the light poles in town. They have volunteers and hope to have paint donated. It was moved by Fancher and seconded by Vugteveen to allow the Chamber of Commerce to paint the light poles in town. Motion carried.

                                                                        Chamber/Wine Tasting

It was moved by Fancher and seconded by Griffin to allow the Chamber of Commerce to have a wine tasting event behind the Tonasket Visitor and Business Resource Center during Founder’s Day weekend. Motion carried.

                                                                        Youth Baseball/Batting Cage

Dale Crandall, Tonasket Youth Baseball representative, was in attendance to ask the Council’s permission to install a pitching machine and batting cage at Chief Tonasket Park. It was moved by Ramsey and seconded by Griffin to allow the Tonasket Youth Baseball Group to install a pitching machine and batting cage at Chief Tonasket Park and allow them to hook up to electricity. Motion carried. The electrical work will be done by a professional and Mr. Crandall will contact Superintendent Pilkinton prior to installation.

                                                                        NW Aviation Conference/Leroy Orr

Leroy Orr, was present to update the Mayor and Council on the 2010 Northwest Aviation Conference he attended this year. Lee stated approximately 10,000 people attended the conference and the response to their booth was overwhelming. The City distributes some of the Hotel/Motel funds to Lee Orr to promote Tonasket at the Conference.

                                                                        Annual Fly In

Leroy Orr asked the Council for their permission to use the airport for the Annual Father’s Day Fly In. It was moved by Fancher and seconded by Vugteveen to allow the Tonasket Airport Improvement Club to use Tonasket Municipal Airport for their Annual Father’s Day Fly In, June 18, 19, 20 and 21. Motion carried.

                                                                        Approval of Minutes

It was moved by Vugteveen and seconded by Fancher to approve the minutes of the previous meeting. Motion carried.

                                                                        Skate Park Event

The Council briefly discussed  Jason Vaughn’s request from the last meeting about holding a skating event at the Skate Park. The Council is supportive of the request but would like Mr. Vaughn to attend the next meeting to finalize the details.

                                                                        Chief Tonasket Park

Installing a speed sign and how to eliminate the dusty road conditions at Chief Tonasket Park were discussed. There is a need to install another speed sign to remind drivers to slow down. Councilmember Ramsey stated a water truck will be wetting down the road at the Park to keep dust down during the soccer tournament. The Clerk was instructed to contact Attorney Howe to write an ordinance to make a 15 mph on Railroad Avenue and 5 mph in Chief Tonasket Park.

                                                                        Water Policy Discussion

The Mayor and City Council discussed issues to consider for a water policy. Several issues they discussed regarding wells in annexed areas were 1) Are the wells to be disconnected and decommissioned and the City obtain any water rights (even the 5,000 gpd exemption)?  On this issue the Council stated they would like to give people an option to keep their wells—if they keep their well it is for irrigation only and if they give it up the city may want to obtain the water rights.  2) Can the owner maintain the well for outdoor use only and be required to install and maintain appropriate back flow prevention devices and separate indoor and outdoor systems? The Council said yes to this. 3) Are the owners of new wells to be reimbursed for the cost of the well etc. if the City requires disconnection and decommissioning? The Council said no. 4) Can an owner of a newer well be allowed to continue use of well until it is depreciated? The Council said no.         5) Will the City be interested in obtaining any existing wells for use as future City supply? Yes the Council is interested in this idea. After further discussion the Clerk was directed to contact Kurt Danison to put together a draft water policy for the Mayor and Council’s review.

                                                                        Street Closure/Founder’s Day

It was moved by Ramsey and seconded by Vugteveen to close Third Street from Whitcomb Ave. to Western Ave. on Founder’s Day for vendors. Motion carried.

 

 

                                                                                   

                                                                        B3 Skate Park

There was discussion on the vegetation that was to be planted at the B3 Skate Park as part of the Skate Park project. The City Clerk will contact Georgine Epley and find out when the vegetation will be planted.

                                                                        Founder’s Day Meeting

Councilmember Ramsey reported there will be a Founder’s Day meeting at Rancho Chico Restaurant on May 5th.

                                                                        RV Park

It was reported that the Chamber RV Park has put large rocks in certain areas to deter parking in their lot during the Farmer’s Market and that they have installed a new light.

                                                                        Arbor Day

Councilmember Griffin reported the Arbor Day celebration was held and four trees were planted near the berm at the bike track in Chief Tonasket Park.  Councilmember Griffin also reported the Park/Pool Committee met to discuss the upcoming pool season.

                                                                        Resolution 2010-04

It was moved by Fancher and seconded by Vugteveen to adopt Resolution 2010-04. Motion carried. Resolution 2010-04 declares the DARE car as surplus to the City’s needs.

                                                                        Highlands Assoc./Contract Addendums

It was moved by Vugteveen and seconded by Griffin to approve the two addendums to the Highlands Associates contract for Shoreline Master Program work. Motion carried.

                                                                        PWTF

There was discussion on whether the City should apply for a Public Works Trust Fund Loan for water and sewer improvements. After discussion it was moved by Fancher and seconded by Griffin to apply for the Public Works Trust Fund Loan. The vote was taken. Fancher and Griffin voted yes, Ramsey and Vugteveen voted no—Mayor Plumb broke the tie and voted no. Motion did not pass.

                                                                        Correspondence

It was the consensus of the Council to write a letter to the Port of Moses Lake stating the Mayor and Council’s support for them to establish and maintain a Foreign Trade Zone and for the City of Tonasket to be included in the service area.

                                                                        Letter/County Road Department

The City Clerk was directed to write a letter to Okanogan County Department of Public Works and ask them to treat the airport road for dust control before the Father’s Day Fly In.

                                                                        Swim Pool

The school would like to use the City’s swimming pool June 8th as part of the Physical Education Program. It was moved by Fancher and seconded by Ramsey to allow the school to use the swim pool on June 8th,  they will pay the rental fee and they will be responsible for finding a lifeguard. Motion carried. This subject will be addressed again in August to determine if the school will be able to use the swim pool in September.
