                                                                        Workshop

A workshop of the Tonasket City Council was held on Tuesday, May 24th, 2011 at 5:45 pm prior to the regular Council meeting. Those present were Mayor Plumb and Councilmembers Hines, Olson and Ramsey.

 

Also present were Building Official Christian Johnson, Superintendent Pilkinton, Chief Burks and City Clerk-Treasurer Attwood. Also in attendance were many Tonasket residents.

 

The purpose of this workshop was to discuss clean up of the City, Lot requirements and related subjects. There was much discussion regarding how to address the issues of trash, too many vehicles and unsightly yards in the city.

 

There were concerns from residents of becoming over regulated. Some felt that communication in the neighborhoods would be helpful. Some residents were concerned about drugs and dogs. A major concern is access on city streets for emergency vehicles.

Code enforcement was also discussed.

 

Those in the audience were asked what their concerns are and the following is a list of their concerns: cars, cats, street access, trash, ordinances, new ordinances, everything, dogs, garbage, traffic, drunks, how many vehicles, losing my rights, not like Lacey, keeping my rights, enforcing what we have, see changes in ordinances, fire lanes—emergency access.

 

The Mayor and Council thanked those in the audience for attending.

 

There being no further business the meeting was declared adjourned.

 

                                                                        Regular meeting

The regular meeting of the City Council of the City of Tonasket was held on Tuesday, May 24, 2011 at 7:00 pm in the City Hall, Tonasket Washington.

 

Those present were Mayor Pro-Tem Vugteveen and Councilmembers Hines, Olson and Ramsey who joined in the flag salute.

                                                                        Approval of Minutes

It was moved by Ramsey and seconded by Olson to approve the minutes of the previous meeting with the correction that Councilmember Hines did not make the motion for the Baseball group, that Councilmember Griffin made the motion and that Hines made the motion for the soccer group. Motion carried.

                                                                        Approval/Councilmember Absence

It was moved by Olson and seconded by Hines to approve the absence of Councilmember Griffin. Motion carried. Olson and Hines voted in favor, Councilmember Ramsey voted not in favor.

                                                                        Request/Chickens, Ducks, Rabbits

A letter has been received from Al & Terri Maden, Kari & Matt Alexander, Mike Mullins and Christine Olson, requesting the City Council consider allowing chickens, ducks and rabbits in the City limits. Councilmember Olson recused himself from this discussion.

 

Mayor arrived at 7:10 pm.

                                                                        Request/Chickens, Ducks & Rabbits

There was much discussion on the request for chickens in the City. Councilmember Vugteveen voiced her concern regarding who would be responsible for the enforcement of an ordinance allowing chickens. A local resident stated the Council is putting up road blocks and looking at this request negatively.  The Council considered the request and is not ready to go further at this time. Christine Olson stated she would do more research on the subject and asked if maybe the Council would open the subject up in the future. There was no action taken.

                                                                        Felstet Request

Loreen Felstet was present and asked the Council for Hotel/Motel Funds for Green Okanogan. Loreen was told the process for asking for funds is during budget time which starts in September.  It was the consensus of the Council to write a letter of support for Green Okanogan to acquire grants for their recycling project.

                                                                        Danison Report

Kurt Danison, City Planner, was present to update the Mayor and Council on several issues. Kurt continues to work with the Planning Commission on the zoning code planned development. He has been facilitating the Bonaparte Creek/Mill Drive annexation meetings and met with the Park Committee on the Park and Rec plan update.

 

News releases have been prepared on the Bonaparte Creek/Mill Drive water sewer Project, the park and rec survey and the swim pool.

 

Kurt explained to the Mayor and Council that the City is not part of the Conservation District so the District is limited in what it can do for the City. Craig Nelson, from the Conservation District, will be invited to the June 28th Council meeting to explain the benefits of belonging to the District.

 

Councilmember Olson thanked Kurt for his good work with the annexation meetings and he is impressed with his presentations and work at the meetings.

                                                                        Ron Martell/Sewer Hookup

Ron Martell was present to discuss the matter of his sewer hook up. The Mayor stated he would like the Council to consider a 6 month moratorium on sewer hookups in town. This subject was discussed and no action was taken.

                                                                        Proclamation/Seccomb

Mayor Plumb read a proclamation recognizing Al and Peggy Seccomb for their years of community support as business owners in the City.

                                                                        Olson Report

Councilmember Olson reported he was impressed with the Soccer Tournament and the Skate Park Activity, they were both well run events. He also reported the annexation meetings have been positive and that Good Dog Day is June 10th.

                                                                        Hines Report

Councilmember Hines reported the Soccer Tournament went great.

                                                                        Ramsey Report

Councilmember Ramsey stated there were some issues with vendors at Chief Tonasket Park during the Soccer Tournament and the Skate Park activity. Councilmember Ramsey reported she and Superintendent Pilkinton met with Tom Corey and Sam Steinshouer regarding the sign they are proposing at the Chief Tonasket Park and it is their recommendation to allow the sign.

                                                                        Vugteveen Report

Councilmember Vugteveen reported she will continue to work on the State Street Park play equipment. She will make a list of what was there previously and what it should be replaced with.

                                                                        Sign/TVBRC

It was reported the TVBRC  sign will be going up soon.

                                                                        Mayor Report

The Mayor stated he will be talking to Building Official Christian Johnson regarding the dirt pile located next to Locust Ave. that was left there after the hospital construction. The Mayor also discussed the need to go through the ordinances to address changes that need to be made. It was decided that at each Council meeting 15 minutes will be devoted to going over the ordinances.

                                                                        Proclamation.

Mayor Plumb read a Hometown Hero Proclamation.

                                                                        Memo of Understanding/Hospital

It was moved by Olson and seconded by Vugteveen to approve the Memo of Understanding with the Hospital District and acknowledge Mick is Attorney for both and hold him harmless. Motion carried. It was noted that both the Mayor and Councilmember Hines are employee by the Hospital District. This Memo relates to emergency use of the City Hall.

                                                                        Resolution 2011-04

It was moved by Vugteveen and seconded by Hines to accept Resolution 2011-04. Motion carried.  Resolution 2011-04 is an Investment Policy for the City of Tonasket.

                                                                        Lifeguard Wages

It was moved by Olson and seconded by Vugteveen to allow the WSI Lifeguards to receive 25 cents more than minimum wage for the 2011 swim season. Motion carried.

                                                                        Library Board/Book Sale

It was moved by Ramsey and seconded by Hines to allow the Library Board to use the Council room for the Book Sale, June 1, 2, 3, and 4. Motion carried.

                                                                        Poppy Day Proclamation

Mayor Plumb read the Poppy Day Proclamation.

                                                                        Wine Tasting/Garlic Festival

It was moved by Ramsey and seconded by Hines to allow wine tasting in History Park during the Garlic Festival in August. Motion carried.

 

 

 

                                                                        City Clerk

The City Clerk announced that the Association of Washington Cities Annual Conference is in June and if anyone is interested in attending to call City Hall to make arrangements. The City Clerk also reported there are numerous items at the TVBRC that need to be disposed of and that the ownership is questionable. The Mayor stated all of the items should be processed as City property.

                                                                        Cossacks/Additional Funds

It was moved by Ramsey and seconded by Vugteveen to allow up to $525 more for the Cossacks to perform at the Founders Day Parade from Criminal Justice Funds. Motion carried. The Council had previously authorized $800 for the Cossacks but the funding came up short.

                                                                        Street Closures

It was also reported that Western Ave will be closed June 4, 2011 in the afternoon between 2nd Street and 3rd for the Cossack to perform in the afternoon and 3rd Street from Western Ave to Whitcomb Ave for vendors.

It was moved by Ramsey and seconded by Vugteveen to adjourn the meeting. Motion carried.
