The regular meeting of the City Council of the City of Tonasket was held on Tuesday, May 25th, 2010 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Plumb and Councilmembers, Fancher, Griffin, Maden, Ramsey and Vugteveen who joined in the flag salute. Also, present was City Clerk-Treasurer Alice Attwood.

                                                                        Receipts                                                        

Councilmember Fancher asked the City Clerk what the status is of the receipts for meal reimbursement that were in question at the previous Council meeting. The receipts were for meal reimbursement for Mayor Plumb. The City Clerk replied that the original check had been voided and the correct amount paid. A couple of the receipts had inadvertently been duplicated. Councilmember Fancher asked if the Mayor can be reimbursed for paying for a Councilmembers meal and if there is a maximum amount for reimbursement.

                                                                        Approval of Minutes

It was moved by Maden and seconded by Vugteveen to approve the minutes of the

May 11th, 2010 meeting. Motion carried.

                                                                        Public Comment

There being no public comments the meeting continued.

                                                                        Water Policy

Kurt Danison, City Planner, was in attendance to discuss the proposed Water Policy for the City.  There was continued discussion on whether property owners should be able to keep their wells forever and also if the land transfers title. Exempt wells and water rights were also discussed. Kurt will make revisions and send out a new draft for review.

                                                                        Danison/Report

Kurt Danison also reported on the draft Okanogan County Comprehensive Plan. He stated we should send the County the City’s Comprehensive Plan that has been adopted and notice that the Planning Commission is working on a draft Comprehensive Plan. Kurt stated that the airport is a significant issue with the county proposed plan. The surrounding areas and the densities must be considered. Kurt stated that by this fall the City should have its own updated Comprehensive Plan.

                                                                        Planning Commission Members

Mayor Plumb stated he feels it is very important that all Planning Commission members attend the meetings from now on because there is important work to be completed.

                                                                        Infrastructure Inquiries

Councilmember Maden asked where to send people who have inquiries about the availability of certain infrastructure in the City. There was discussion that the realtors should have this information and possibly the Economic Alliance.

                                                                        Land Expressions/Feasibility Study

It was moved by Fancher and seconded by Vugteveen to hire Land Expressions as the company to write a feasibility study for the City’s swim pool. Motion carried. Councilmember Ramsey abstained.

                                                                        Feasibility Study Committee

The Committee that will be working on the feasibility study will be Mayor Plumb, Councilmembers Fancher and Maden, Kurt Danison and City Clerk Attwood.

                                                                        MOU/Atlas Pellets

It was moved by Ramsey and seconded by Griffin to rescind the Memorandum of Understanding Agreement with Atlas Pellets. Councilmember Maden amended the above motion and it was seconded by Fancher to agree to enter into negotiations with Atlas Pellets on the MOU. Motion carried on the original motion and also on the amended motion.

                                                                        Lifeguards/Managers

Councilmember Griffin reported she and Councilmember Fancher have interviewed potential lifeguards this year and it looks like there is a great group of young people that will be working for the City. Chelsea Rhoads has been hired as the swim pool manager for the 2010 season.

                                                                        Ramsey Report

Councilmember Ramsey reported she has been working on a project at the TVBRC and filling in answering the phone. She said it is a very busy place and many people asking questions and needing information.

                                                                        Graffiti/Painted                                             

The Council thanked Councilmember Ramsey for leading the group of soccer players that painted over the graffiti on the warehouse buildings on Railroad Avenue.

                                                                        Maden Report

Councilmember Maden reported the TVBRC board is working on a list of people to volunteer at the TVBRC for the next two weekends.

 

 

                                                                        Mayor Report

Mayor Plumb reported the Princeton Mayor will be in town for the 75th Annual Founder’s Day Parade and Rodeo.

                                                                        Founder’s Day Work Parties

It was reported there are work parties going on in the community to get ready for Founder’s Day weekend.

                                                                        Proclamation

Mayor Plumb read the Poppy Day Proclamation.

                                                                        Website/EECBG

It was moved by Maden and seconded by Vugteveen to allow City Clerk Alice Attwood, Lynn Allen, IWF, and Chris Branch, City of Oroville to choose the website company to build the website for the EECBG project. Motion carried.

                                                                        Proposed Ordinance #679

Ordinance #679, the proposed ordinance dealing with the use of City Parks was discussed. The Council would like to allow dogs in Chief Tonasket Park but the people must be responsible to pick up after their animals.

                                                                        Proposed Ordinance #680

It was moved by Fancher and seconded by Ramsey to adopt Ordinance #680 with the correction that the 15 mile per hour speed limit on Railroad Avenue goes southerly to the entrance of Chief Tonasket Park instead of the southerly corporate limits. Motion carried.

                                                                        Proposed Ordinance #681

The City Clerk presented Ordinance #681 to the Council. Ordinance #681 is a State Building Code Update Ordinance. Building Official Christian Johnson will be at the next Council meeting in case the Council has questions regarding this proposed ordinance.
