The regular meeting of the City Council of the City of Tonasket was held on Tuesday, June 22, 2010 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Plumb and Councilmembers Fancher, Griffin, Maden, and Ramsey who joined in the flag salute. Also present was City Clerk-Treasurer Alice Attwood and Chief Burks.

                                                                        Approval of Minutes

It was moved by Ramsey and seconded by Griffin to approve the minutes of the previous meeting. Motion carried.

                                                                        Water Policy Discussion

The Council had set aside 30 minutes of the Council meeting to discuss the draft Water Policy.  There were several residents in the audience present to join in the discussion. Some of the issues addressed were exempt and historical surface water rights, keeping private wells for irrigation, possible discussion with Oroville/Tonasket Irrigation District regarding irrigation water for the area. The Mayor and Council thanked the people for attending and invited them back to the next meeting on July13th.

                                                                        Bonaparte Ave/More Patrols

Jerry Anderson asked the Mayor again for more police patrols on Bonaparte Ave. he said that anything the city could do in that area would help.

                                                                        Mosquitoes

Earl Groff was present and asked the Council if they plan on doing anything for mosquitoes. It was replied the City has placed briquettes in the storm drains to prevent the mosquitoes.

                                                                        Request for More Police Patrols

Alice Hudson was present requesting more police patrols in an area of town that has been experiencing problems.

                                                                        Shoreline Master Program/Danison

Kurt Danison reported the Planning Commission held a Public Hearing on the Shoreline Master Program and no one attended the hearing. After further discussion it was moved by Maden and seconded by Griffin to adopt Resolution 2010-06. Motion carried. Resolution 2010-06 announces the City’s intent to adopt an updated Shoreline Master Program.

                                                                        Resolution 2010-07

It was moved by Fancher and seconded by Ramsey to adopt Resolution 2010-07. Motion carried. Resolution 2010-07 adopts certain policies to protect the long-term viability of the Tonasket Municipal Airport from incompatible land uses, and advising the Okanogan County Commissioners to develop and adopt the same for Okanogan County. This resolution will be sent to the Okanogan County Commissioners.

                                                                        Enhancement Funds Discussion

Kurt Danison informed the Mayor and Council that there are enhancement funds available for a project and he was considering a portion of the downtown streetscape project. Kurt stated the estimate from the Downtown Plan can be brought forward to determine today’s costs. Councilmember Maden stated she would like to see the ADA ramps in town redone. Kurt said if the Council would like to apply for the funds it should be decided at the first meeting in July.

                                                                        Maden Report

Councilmember Maden reported the TVBRC board met and Linda Black has volunteered for two months to organize the running of the facility with volunteers. Councilmember Maden also reported Linda Michel who works for HCGR, the firm that has been hired as administrators for the hospital, will be in town soon.

                                                                        Griffin Report/Request---Family Faire

Councilmember Griffin reported she had attended the Luau that was put on by Jessica Buchert McCarthy, from Representative Kretz’s office, and it was well attended. She also reported that she has had a request from Anna DeChiara asking to use Chief Tonasket Park as an overflow space for campers that come to the Family Faire in October. The first overflow space will be the Rodeo Grounds but the group is looking for additional space. The Council had many questions and would like to discuss this further with Ms. DeChiara at the next meeting.

                                                                        Mayor Plumb

Mayor Plumb reported he attended the Chamber of Commerce meeting and there was discussion on the need of a motel in town. Mayor Plumb also mentioned the need of a Code Enforcement in town.

                                                                        Ordinance #682-First Reading

The City Clerk read Ordinance #682 for the first time. Ordinance #682 is a budget amendment to include revenues and expenditures for the EECBG project.

 

 

                                                                        Aggressive Dog Discussion

Mayor Plumb reported he is concerned about an aggressive dog in his neighborhood and would like to see the dog ordinance stronger. The Tonasket Municipal Code does address dangerous dogs but the Council was inquiring if certain breeds could be banned or regulated. The City Clerk will ask Attorney Howe about this matter.

                                                                        Memo from Mark Varela

A memo was received from Mark Varela asking the Mayor and Council what they would like to see as the next steps in implementing water/sewer improvements. A meeting will be set up with the Mayor, Water/Sewer Committee, Superintendent Pilkinton and Mark Varela to discuss this issue.

                                                                        TVBRC/Volunteer Recruitment                  

The City Clerk asked the Mayor and Council if it would be acceptable for Linda Black to use the Council Room for training for the volunteers for the TVBRC and for the City Clerk to receive phone calls from potential volunteers to sign up to work at the facility. It was the consensus of the Council to allow this.
