The regular meeting of the City Council of the City of Tonasket was held on Tuesday, June 23, 2009 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Walter and Councilmembers Griffin, Maden, Ramsey and Vugteveen who joined in the flag salute. Also present was City Clerk-Treasurer, Alice Attwood. Councilmember Fancher was absent from the meeting.

                                                                        Detour Concerns

Virgil Widmer, a local businessman, was in attendance to inform the Mayor and Council that he feels there is insufficient signage at Ellisforde regarding the detour. Mr. Widmer believes the City’s businesses are being passed by and the detour should not be allowed to go around Tonasket. After further discussion it was the consensus of the Council to have the City Clerk contact the Washington State Department of Transportation and ask them to review the signage and detour route at Ellisforde.

                                                                        Approval of Minutes

It was moved by Vugteveen and seconded by Ramsey to approve the minutes of the previous meeting. Motion carried.

                                                                        Business Registration Discussion

The subject of a business registration was again discussed. The Mayor and Council are reviewing ordinances from other entities to decide which will be the best for the City. It was mentioned that business owners should be contacted and asked what they would like to see in a business registration ordinance.

                                                                        B3 Skate Park

The B3 Skate Park is progressing. Billy Allstot will be installing the irrigation lines on Thursday. All of the work to be used as grant match must be accomplished by the end of June. It was moved by Maden and seconded by Vugteveen to authorize Mayor Walter to sign checks for expenditures for the B3 Skate Park if needed before the deadline of June 30th. Motion carried.

                                                                        Prioritize List for Planner

The City Clerk asked the Mayor and Council to write a list of priorities for Kurt Danison, Highlands Associates, who will be doing contract planning work for the City. Kurt will be at Council on July 28th.

 

There were no Committees reports.

                                                                        Water Use Efficiency Policy

The City Clerk presented to the Mayor and Council a Water Use Efficient Policy. The Water Use Efficiency Policy is a requirement of Washington State Department of Health. In a public forum the City is to discuss and adopt goals and measures for the efficient use of water. The goals will be adopted in the form of a resolution at a later date.

 

                                                                        Swim Pool Wages

The City Clerk informed the Mayor and Council of the Pool Manager and Lifeguard Wages for the 2009 Season: Pool Manager $10.75 per hour, WSI Lifeguards $8.80 per hour and Lifeguards $8.55 per hour. No action required due to the fact these amounts are allowed in the 2009 Budget.

                                                                        Mosquito Briquettes

The City Clerk informed the Mayor and Council that Superintendent Pilkinton has distributed the Altocide briquettes into the storm drain catch basins. The purpose of the briquettes is to kill the larvae before they hatch into mosquitoes.

                                                                        Engineer SOQ’s

The City Clerk announced that Statements of Qualifications for engineering services have been received and must be reviewed. Personnel Committee members, Vugteveen and Fancher will review the SOQ’s.

                                                                        Criminal Justice Meeting

There will be a Criminal Justice meeting on Wednesday, July 7th at the Omak City Hall to discuss the contract with Okanogan County for Jail and Booking fees.

                                                                        Criminal Justice Costs

Councilmember Maden reported there may be assistance for Criminal Justice costs for cities located near national borders. Chief Burks will be asked about this subject.

                                                                        CCC Wine Tasting Event

The Community Culture Center will hold their Wine tasting event during the Garlic Festival, in History Park, August 21st and 22nd  .

                                                                        Newspaper Criteria

The City Clerk asked the Council what their wishes are for criteria to choose an official city newspaper. The council stated they would review the cost and the circulation and they reserve the right to choose in the best interest of the City.

 

 

 

                                                                        Airport Layout Plan/Final Payment

It was moved by Griffin and seconded by Maden to approve the final payment for the Airport Layout Plan prior to June 30th if required. Motion carried.

                                                                        Burning Garbage

Councilmember Ramsey asked if burning garbage is illegal. Mayor Walter stated he will find out about burning garbage in the city.

                                                                        Engineering Firm

Thom Kutrich, Forsgren Engineers, was present to introduce himself to the Council. They have submitted a Statement of Qualifications for the Council’s consideration.

                                                                        Adjournment

It was moved by Vugteveen and seconded by Ramsey to adjourn the meeting. Motion carried.
