The regular meeting of the City Council of the City of Tonasket was held on Tuesday,

 June 24, 2008 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Walter and Councilmembers Fancher, Griffin, Maden, Ramsey and Vugteveen who joined in the flag salute. Also present were Chief Rob Burks, Superintendent Bill Pilkinton and City Clerk-Treasurer Attwood.

 

It was moved by Fancher and seconded by Maden to approve the minutes of the previous meeting. Motion carried.

 

There were no public comments.

                                                                       Old Firehall Building

There was discussion on the subject of what to do with the old firehall building.  Christian Johnson, Building Official, submitted an opinion stating his assessment of the options for the firehall property. He believes that it would be prudent for the City to retain title to the old firehall property and offer long term leases that cover actual costs of maintenance and possibly could include the right of renovation. After further discussion, it was determined that the City would continue as we have been with the EMS District using the facility and the Capital Improvement Committee will meet with Christian Johnson when he returns from vacation.

                                                                        Engineering Firm/Airport Layout Plan

It was moved by Fancher and seconded by Griffin to approve Century West as the engineering firm for the Airport Layout Plan. Motion carried.

                                                                        Proposed Ordinance/Skateboards -Bicycles

The Mayor and Council discussed a proposed ordinance to keep bikes and skateboards off the sidewalks. Mayor Walter believes that would be taking the young people’s mode of transportation away from them. Councilmember Fancher feels that the skaters and bikers are getting in the way of pedestrians. Councilmember Ramsey stated they would only be limiting the restricted area to the downtown and the side streets would still be open. Councilmember Vugteveen stated that we shouldn’t forget about the businesses.  After further discussion, the City Clerk was instructed to have Attorney Howe write an ordinance stating there will be no skate boards, bikes, and skates on the sidewalk from 6th St to 1st and on 4th from Whitcomb to Western.

                                                                        Councilmember Griffin Report

Councilmember Griffin reported she had attended the audit exit conference and the city had a good audit. She also reported that she and Councilmember Maden attended the Association of Washington Cities Conference and that the classes were very educational. Councilmember Maden reported she attended an informative meeting about annexation and that she also learned the Governor is working on streamlining the state funding process.

                                                                        Meeting/Annexations

The Council stated they would like to meet with Chris Branch and Christian Johnson to discuss annexations.

                                                                        Motel/Trash Disposal

It was discussed there is garbage accumulating at the Motel located on 1st and Whitcomb. The City Clerk will write a letter to the owner asking them to have their garbage disposed of.

                                                                        Mosquitoes

There was discussion on mosquitoes in town and what to do about them. Councilmember Maden stated she has received phone calls asking what the city would be doing to eliminate them. The City Clerk stated it is too late to use the larvaecide method that was discussed last year. That process needs to be done in May. The City Clerk also stated it would cost approximately $2578.34 to spray for the mosquitoes. Councilmember Vugteveen asked where the money would come from and the City Clerk stated the city did not budget for the spray.  Suggestions of how to eliminate mosquitoes in ones own yard were discussed. No action was taken.

                                                                        Economic Alliance Meeting

Councilmember Maden announced there is an Economic Alliance meeting coming up regarding the Infrastructure Funds and a city representative should attend.
