The regular meeting of the City Council of the City of Tonasket was held on Tuesday, June 28th, 2011 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Plumb and Councilmembers Griffin, Hines, and Ramsey who joined in the flag salute.

                                                                        Excuse Councilmembers

It was moved by Griffin and seconded by Hines to excuse Councilmembers Vugteveen and Olson from the Council meeting. Motion carried.

                                                                        Request/Car Wash at Day Park

Kari Alexander was present to ask the Council for permission to have a car wash in the Day Park on July 6th. It was moved by Griffin and seconded by Hines to allow the car wash in the Day Park contingent on Attorney Howe’s approval. Motion carried.

                                                                        Health Permit                        

Kari Alexander also asked about if a public health permit is required for vendors in the park. It was stated that as long as one person in the vendor booth has the permit, that would be sufficient as long as that person stays in the vendor booth.

                                                                        Proclamation Request                                  

Peter James was present to ask Mayor Plumb to proclaim July as “Kiwanis Children’s Cancer Cure Month”. The Mayor stated he will make that proclamation later in the meeting.

                                                                        Nelson/Conservation District

Craig Nelson, Conservation District, was in attendance to give a presentation on the benefits of joining the conservation district. Mr. Nelson described the purpose of the Okanogan Conservation District and the services it could provide to Tonasket. The Mayor and Council thanked Mr. Nelson for the presentation and decided to wait for the full Council to make this decision.

                                                                        Sign/South End of Town

There was a brief discussion regarding the need for the sign at the south end of town to be painted. This matter is being researched.

                                                                        Planner Update

Kurt Danison, City Planner, was present and updated the Mayor and Council on a few items. Kurt presented two draft ordinances, one for changes to the zoning code, and one for a binding site plan. Both will require public hearings.  Kurt also introduced a draft resolution which would update the Tonasket Comprehensive Plan. Kurt presented to the Council a draft update to the park plan. He stated it is time to move along with updates and the Council needs to make a determination on the swim pool. There was brief discussion on the possibility of closing the swim pool in 2012 and save the money that would have been spent on running the pool to use for matching funds. Kurt is researching details on this matter and will get back to Council with his findings.

                                                                        Vehicle Charging Stations

There was brief discussion on the possibility of providing vehicle charging stations for electric vehicles.

                                                                        Approval of Minutes

It was moved by Hines and seconded by Ramsey to approve the minutes of the previous meeting. Motion carried.

                                                                        Approval/LAG/Pedestrian Project

It was moved by Griffin and seconded by Hines to approve the Local Agency Standard Consultant Agreement with Varela and Associates for the Whitcomb Ave Pedestrian Upgrade Project and authorize the Mayor to sign the agreement. Motion carried.

                                                                        Public Hearing/Six Year Street Program

It was moved by Hines and seconded by Griffin to set July 12th as the public hearing date for the Six Year Transportation Program. Motion carried.

                                                                        No Parking

Councilmember Ramsey asked if the no parking areas on Whitcomb Ave corners could be extended during the Pedestrian project. The City Clerk will find out if this can be done at that time.

                                                                        Griffin Report

Councilmember Griffin reported the bike rodeo at History Park was well attended. Griffin also reported the pool has opened and there were 100 people per day for the first two days and that swim lessons are going strong.

                                                                        Ramsey Report

Councilmember Ramsey reported there are two people locally that have the knowledge of the location of the plaques for the trees in History Park and she also would like to know who built the stone barbecue in the park. If anyone knows who built it please let her know. Councilmember Ramsey also reported she had attended the Chamber of Commerce meetings and she stated the Chamber of Commerce meetings will be held once a month in July and August.

                                                                        History Park/Backboards

Councilmember Griffin asked if the basketball backboards at History Park could be replaced. The Clerk will look into this.

                                                                        Hines Report

Councilmember Hines voiced her concern about people crossing the street between Tonasket Pizza Company and Lee Franks Hardware on 4th St.

                                                                        Mayor Plumb

Mayor Plumb gave a list of things that he would like to address. 1) the concrete pad at History Park, 2) remove the old swing set at History Park,  3) remove the sign holder at History Park,  4) lines on 4th Street, 5) lines on the 4th Street Bridge. These items will be looked into.

                                                                        Payment Approval

It was moved by Ramsey and seconded by Griffin to authorize payment to Dave’s Radiator for $347.87. Motion carried.

                                                                        Fall Clean Up

The Council discussed setting a date for the fall clean up.  It was determined that September 17th from 9am to 3pm will be the date and time for the fall clean up.

                                                                        Proclamation

Mayor Plumb read a Proclamation declaring July 2011 as “Kiwanis Children’s Cancer Cure Month”.

                                                                        Food Bank/Property

There was discussion of sending a letter to the owners of the property located at the south west end of Western Ave to ask them if they would be interested in donating the property for a Food Bank facility. The Clerk will contact Building Official Christian Johnson to determine the owner.

                                                                        Request/Triangle Park

It was moved by Ramsey and seconded by Hines to allow the North Valley Hospital Foundation to use Triangle Park on September 2nd and 3rd for a yard sale to raise funds,  as long as they prohibit parking on Hwy 97. Motion carried.

 

Correspondence was read.

 

The Council took 15 minutes to review and the Tonasket Municipal Code.
