The regular meeting of the City Council of the City of Tonasket was held on Tuesday, June 8, 2010 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Plumb and Councilmembers Griffin, Maden, Ramsey and Vugteveen who joined in the flag salute.

                                                                        Public Comment

Jerry Anderson was present and asked the Mayor if it would be possible to have the Police Department patrol Bonaparte Avenue more aggressively. Mayor Plumb will talk to Chief Burks about this matter.

                                                                        Ordinance #681/Building Code

Christian Johnson, Building Official, was in attendance to answer questions from the Mayor and Council about proposed Ordinance #681. Ordinance #681 adopts the updated State Building Code by reference and repeals all ordinances in conflict with and setting an effective date. Mayor Plumb asked if the fees the City has are comparable to other entities and Christian replied that the fees are the same as the other Cities he works for. He also stated there is no change in fees at this time. The fees are reviewed at the end of the year and are in the fee resolution.  It was moved by Ramsey and seconded by Maden to adopt Ordinance #681. Motion carried.

                                                                        Proposed Water Policy Discussion

The proposed water policy was discussed. The changes discussed at the previous meeting have been made to the proposed policy. Attorney Howe and Kurt Danison, Planner, will be invited to the next Council meeting to discuss this matter in more detail. Thirty minutes at the beginning of the next Council meeting will be set aside to discuss the proposed policy.

                                                                        Ordinance #679

It was moved by Ramsey and seconded by Maden to adopt Ordinance #679. Motion carried. Ordinance #679 amends the use of the city parks.

                                                                        MOU/Atlas Pellets

It was moved by Maden and seconded by Vugteveen to approve the Memorandum Of Understanding with Atlas Pellets as corrected. Motion carried.

                                                                        Triangle Park Sign

Councilmember Vugteveen reported Ty Olson is still working on the sign for the north end of town. She also stated the City’s float in the Founder’s Day Parade was awesome.

                                                                        Maden Report

Councilmember Maden reported she spent a day at the Tonasket Visitor and Business Resource Center and gained first hand experience in the facility. She found a few things that need attention. Local history information is needed and also the items that are for sale do not have prices listed.

                                                                        Ramsey Report

Councilmember Ramsey stated there should be signage for Ordinance #679. Ordinance #679 pertains to the use of the City parks.

                                                                        Thank you to City Hall and Library

Mayor Plumb thanked the City Hall staff and the Librarian for working on the float. He also thanked the Public Works Department for their attention to town during the weekend.

                                                                        Proclamation

Mayor Plumb read a proclamation declaring June to be dedicated to the Founder’s Day celebration and thanks to the Tonasket Comancheros Rodeo Club, the Tonasket Chamber of Commerce and Leonard Hedlund.

                                                                        Pilkinton/Street Sweeper

Superintendent Pilkinton reported he has been researching the purchase of a used street sweeper. After discussion, it was moved by Maden and seconded by Vugteveen to authorize the purchase of a used street sweeper in the amount of $25,000 plus tax contingent on Superintendent Pilkinton’s approval. Motion carried.

                                                                        Taser Policy

Copies of Chief Burk’s proposed taser policy were distributed. Mayor Plumb stated this document is not for public viewing due to the fact that it has sensitive police procedure included. This document will be discussed at the next Council meeting.

                                                                        Six Year Street Public Hearing

It was moved by Ramsey and seconded by Vugteveen to set the July13, 2010 Council meeting at 7:00 pm as the public hearing date for the Six Year Transportation Plan. Motion carried.

 

 

                                                                        Free Swim Day

It was moved by Ramsey and seconded by Griffin to approve the free swim day at the Tonasket Municipal Pool on opening Day June 14, 2010. Motion carried.

                                                                        EMS/Swim Pool

It was the consensus of the Council to allow the EMS District to use the swim pool for training on Wednesday, June 16th.

                                                                        EMS District/Old Firehall

There was a brief discussion on the EMS District and the use of the City’s old firehall building. It was mentioned the City should talk about selling the building to the EMS District. This will be discussed at the next meeting. Attorney Howe will be invited to the June 22nd Council meeting.

                                                                        City Sign Code Amendment

The City Clerk was instructed to amend the City’s Sign Code ordinance to remove the portion that refers to political signs on private property and a fee for those signs. The City Clerk will contact Attorney Howe to write that amendment.

                                                                        Request/History Park                                   

It was moved by Maden and seconded by Griffin to allow Jessica McCarthy to hold an event at History Park on Friday June 18th, 2010. The event will feature speeches from each of the 7th District State Legislators, dinner will be served and Jessica is asking for permission to serve alcohol and have them sign a hold harmless agreement. Motion carried.

                                                                        KCDA/Membership

It was moved by Maden and seconded by Vugteveen to allow the Mayor to sign the Washington Associate Membership Agreement and the Member Profile with KCDA, a purchasing cooperative. Motion carried.

                                                                        Consent Agenda

It was moved by Vugteveen and seconded by Maden to approve the consent agenda which consists of the minutes of the previous meeting, minutes of the special meeting, the May Payroll (1504-1530) $55,701.76 and the June Bills (1501,1502, 1503, 1531-1586) $117,049.64. Motion carried.

                                                                        Cash Report

The City Clerk distributed the Cash Activity Report to the Mayor and Councilmembers.

                                                                        Adjournment
