The regular meeting of the City Council of the City of Tonasket was held on Tuesday, July 12, 2011 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Plumb and Councilmembers Griffin, Olson, Ramsey and Vugteveen who joined in the flag salute.  Also present were Superintendent Pilkinton, Chief Burks and Clerk-Treasurer Attwood.

                                                                        Public Hearing/Six Year Trans. Program

This meeting has been advertised as a public hearing on the Six Year Transportation Program. Mayor Plumb opened the public hearing.  The list of streets on the plan was reviewed. There was discussion on the condition of 5th St. between Whitcomb Ave. and Western Ave. The street was chip sealed last year and the end result was not satisfactory. The Superintendent has been in contact with the County to see if the problem can be rectified. After further discussion, it was moved by Olson and seconded by Ramsey to adopt Resolution 2011-06. Motion carried. Resolution 2011-06 adopts the Six Year Transportation Program for 2012 – 2017. The public hearing was closed.

                                                                        Request/Car Wash @ Day Park

It was moved by Vugteveen and seconded by Ramsey to approve Kari Alexander’s request to hold a car wash for the Camp Fire Group on Thursday, July 14th at the Day Park. Motion carried.

                                                                        Anderson/Mosquitoes

Jerry Anderson was present to ask the Council why the city does not spray for mosquitoes. The Mayor and Council replied that there was opposition to this practice and the Council decided to go with the mosquito repellant briquettes that are put in the storm drains to eliminate the larvae.

                                                                        Benitez/Weeds & Graffiti

Cindy Benitez was in attendance to ask the Council if it was all right to pull the knap weed in a certain area of town. The area Ms. Benitez was referring to is private property. She was instructed to talk to the property owner to find out if it is ok.  Ms. Benitez also would like to paint over the graffiti in town.  She will work with Councilmember Ramsey on this matter.

                                                                        Johnson Concerns

Dale Johnson, a Tonasket Resident, was present to voice his concern regarding homeowners that do not take care of their property. He stated that if the City does not enforce its ordinances then the ordinances should be gotten rid of.

                                                                        Murphy/Paint Police Dept.

Mike Murphy, a business owner on Havillah Rd, was present to ask the City to paint the exterior of the police department. This matter will be addressed.

                                                                        Excuse Councilmember

It was moved by Griffin and seconded by Ramsey to excuse Councilmember Hines from the Council meeting. Motion carried.

                                                                        Funds Awarded

The City Clerk announced the City has officially received notice that the City will be receiving the Water Quality Funding for the Bonaparte Creek/Mill Drive sewer project. Jerry Anderson was in the audience and thanked the Mayor and Council for their continued work on this project.

                                                                        Bonaparte Meeting

It was reported that a Bonaparte Creek Landowners meeting will be held August 18th, at 6:00 pm here in the City Hall.

                                                                        Conservation District

There was discussion on the Petition for Inclusion of the City of Tonasket to be within the Okanogan Conservation District. Councilmember Olson stated he wants to make sure that the public is aware of the cost of this petition on the individual property owner. The City Clerk will verify the parcel cost for the next Council meeting.

                                                                        Reports

Councilmember Olson reported he has been contacted by several people about mosquitoes in town. He has also been approached about the sign at Chief Tonasket Park and that the picnic tables in Chief Tonasket Park are being used inappropriately. It was stated that a sign of rules for the skate park may be needed.

 

Councilmember Ramsey reported that Music in Park on Friday night went well and that the music was not loud and the environment was family friendly. She also stated there have been requests to open the walk through gate from Zachman Trailer park to the City Park. The Park Committee will look at this request. There was discussion of purchasing new basketball backboards and hoops and nets for the City Park.  Councilmember Vugteveen suggested using the Hirst Foundation money for the back boards.

 

Councilmember Griffin reported the there have only been a few lap swimmers during the scheduled time. The Pool Manager has been using this time for rescue drills for the lifeguards and Councilmember Griffin was wondering if this is the best use of the pool. She also reported that session 2 of the swim lessons is at capacity.  Councilmember Griffin reported that there is a banner at Salazar’s Car lot that is covering the Park/Swim Pool directional sign. The City Clerk will contact them to move the banner.

 

It was reported that there is a bicycle map circulating that states there are free showers available at the City Swim Pool. Councilmember Olson will research this matter.

 

Mayor Plumb reported he will be on vacation and plans on working on staff evaluations and economic development. He stated he would like to re-establish the Economic Development Committee.

                                                                        Chief Burks Report

Officer Burks reported that Police Officer Civil Service tests were held July 8th. He is currently going through the background checks and will be making a decision in the near future.  Chief Burks also reported that Officer Curtis has the opportunity to attend SWAT training with Okanogan County Sheriff’s Department and he will possibly start the dog training program in January of next year. Chief Burks reported he will be purchasing narrow band radios for his department.

                                                                        Pilkinton Report

Superintendent Pilkinton reported he needs 4 radios to be upgraded. He also reported he has been in contact with Jeff Moran, Varela and Associates, to discuss the telemetry and surge protection for the water system.

                                                                        Attwood Report

The City Clerk has distributed copies of the Draft Park Plan for the Mayor and Council to review. The City Clerk reported she has received a bill from Land Expressions and will be researching if the bill should be paid or not. She also reported she has heard from Eric Johnson, Department of Aeronautics regarding the Airport grant request. He is requesting more information on the proposed project.

                                                                        TVBRC Funds

It was moved by Olson and seconded by Vugteveen to allow up to $200 to be spent on paint for the wall behind the TVBRC. Motion carried.

                                                                        TVBRC  Funds

It was moved by Vugteveen and seconded by Griffin to pay the additional $238.06 to the TVBRC from Hotel/Motel Funds that will come out of the original $6,000 approved in the 2011 Budget. Motion carried.

                                                                        CDBG Planning Only Grant

It was moved by Ramsey and seconded by Olson to approve the CDBG Planning only grant agreement with the Department of Commerce contingent on Attorney Howe’s approval. Motion carried.

                                                                        Minutes of Previous Meeting

The minutes of the previous meeting were removed from the consent agenda.

                                                                        Payroll/Bills Approved

It was moved by Olson and seconded by Vugteveen to approve the June Payroll

$61,885.51 (2532-6/28/2011 direct deposit run) and the July Bills $49,364.23

(2531-2610). Motion carried.

                                                                        Minutes of Previous Meeting

It was moved by Griffin and seconded by Ramsey to approve the minutes of the previous meeting with the correction that Councilmember Griffin requested that new nets be installed on the basketball hoops, not new backboards. Griffin and Ramsey voted yes, Olson abstained and Vugteveen voted no. There was discussion if this motion has passed or not. It was determined the minutes will be brought up for approval again at the next meeting.

                                                                        Municipal Code

The next 15 minutes were devoted to reviewing the Tonasket Municipal Code.
