The regular meeting of the City Council of the City of Tonasket was held on Tuesday, July 13, 2010 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Plumb and Councilmembers Griffin, Vugteveen, and Ramsey who joined in the flag salute. Also present was Superintendent Bill Pilkinton, Deputy Clerk-Treasurer Deniece Miller, Utility Clerk Vernie McDaniel and Chief Burks. Councilmembers Fancher and Maden were not in attendance and it was considered an unexcused absence.

                                                                        Six Year Transportation Plan

This meeting has been advertised as a public hearing on the Six Year Transportation Plan. Mayor Plumb opened the public hearing. Dennis Brown commented that sidewalks need to be added to Locust Ave. and was informed that that is item #14 on the list. There was discussion on the addition of a pedestrian crosswalk beacon and wheelchair access improvements. After further discussion it was moved by Vugteveen and seconded by Ramsey to approve Resolution 2010-08 with the addition of the pedestrian crosswalk beacon project and wheelchair access improvements. Vugteveen amended the motion to add the above additions to the Transportation Plan to the top 3 positions. Motion carried on the amendment. Motion carried on the main motion.

                                                                        Public Discussion/Anna DeChiara

Anna DeChiara was present to thank the council for their participation on the B3 Skatepark. She wants the City to handle the donation money that comes in for the Park. City Attorney Mick Howe stated that the City could do that. Anna also asked to use Chief Tonasket Park as an overflow space for campers that come to the Family Faire in October. The first overflow space will be the Rodeo Grounds but the group is looking for additional space. After discussion, it was decided that the group that will organize and be in charge of the parking needs to come to the next Council meeting. They will also need to sign an agreement that they will be responsible for any damage done to the park.

                                                                        Public Discussion/Kari Alexander

Kari Alexander is having a Summer Barbeque at the Pool on Monday, July 26, 2010 to make money to bring the Missoula Children’s Theater to Tonasket. She asked that the Council waive the $75.00 pool fee but she will pay the lifeguard wages. It was moved by Griffin and seconded by Vugteveen to waive the pool fee for Kari Alexander to use the pool for a Summer Barbeque. Motion carried.

                                                                        Water Policy Discussion

The Council had set aside 30 minutes of the Council meeting to discuss the draft Water Policy.  The Council discussed the use of existing wells and the need to get a water policy in place before starting the annexation process. Mick Howe has reviewed the policy and noted a few issues such as making Subsection B a separate section. The Council would like to turn it over to Mick Howe, Mark Varela and Kurt Danison and have them report back to the Council for the next meeting.

                                                                        Water/Sewer Improvements

Mark Varela was present to discuss potential water/sewer improvements. He stated that he had received an email from Lynn Kohn about the CDBG Project application and some of the reasons Tonasket did not receive the grant. She gave suggestions on making the application stronger. Mark was going to contact Lynn and get more detail. There was also discussion on the agreement with Varela and Associates. It was moved by Ramsey and seconded by Vugteveen to enter into an Agreement for Engineering Services with Varela and Associates for up to $50,000.00 to be taken from the Water/Sewer Capital Outlay funds and to proceed with Tasks 1-7. Motion carried.

                                                                        Enhancement Funds

Kurt Danison, City Planner, wants to talk further with Superintendent Bill Pilkinton and any Councilmembers that wish to attend on Thursday at 10:00 am at City Hall before any decisions are made.

                                                                        Ordinance #682-Budget Amendment

It was moved by Vugteveen and seconded by Griffin to adopt Ordinance #682. Motion carried. Ordinance #682 amends the 2010 Budget Ordinances #675 and #677 to include revenues and expenditures for the Energy Efficiency Community Block Grant.

                                                                        Taser Policy

It was moved by Griffin and seconded by Vugteveen to approve the Taser Policy for the Tonasket Police Department. Motion carried. The policy was reviewed by Attorney Mick Howe and he approved.

                                                                        Professional Services Agreement-Land                                                                               Expressions

There was discussion concerning the wording of the Land Expression Agreement. Mick Howe was concerned that the charges are not reasonable. The agreement will be tabled until the next meeting.

 

 

                                                                        MOU/Atlas Pellets

It was moved by Griffin and seconded by Vugteveen to rescind the Memorandum of Understanding with Atlas Pellets entered into at the June 8th, 2010 Council meeting and approve the new MOU with Atlas Pellets with the revision dated July 13th, 2010. Motion carried. Councilmember Ramsey voted no.

                                                                        Ramsey Report

Tim King will be presenting a program on growing canola in Okanogan County at

6:30 p.m., Wednesday, July 14, at the Chesaw Rodeo Hall. There will be a Grand Opening for the North Valley Hospital on September 15, 2010. On July 30, 2010, Hidden Treasures will be celebrating their 20th anniversary.

                                                                        Mayor Report

Mayor Plumb asked the Council to approve the City using Hotel/Motel funds to support the Tonasket High School Band attending the Penticton Peach Festival. It was moved by Ramsey and seconded by Vugteveen to advertise the promotion of the City by giving the Tonasket High School Band $250.00 from the Hotel/Motel Fund. Motion carried.

                                                                        Pilkinton Report

Superintendent Bill Pilkinton reported that we now have the new street sweeper and they like how it works.

                                                                        Burks Report

Chief Robert Burks reported that he attended taser training and it was not fun. All officers that will be carrying a taser must attend a training session where they are tased themselves so that they will know exactly what it is like for the person they are tasing.

                                                                        Resolution 2010-09

It was moved by Ramsey and seconded by Vugteveen to approve Resolution 2010-09 with the changes noted. Resolution 2010-09 amends the fee resolution to include a fee of $250.00 for filing and releasing a lien and $60.00 for private swim lessons for 1-2 children.

                                                                        Ordinance #683

It was moved by Ramsey and seconded by Griffin to adopt Ordinance #683. Motion carried. Ordinance #683 amends Chapter 15.12.070 of the TMC to delete the requirement for a special sign permit for political signs.

                                                                        Farmer’s Market

The Farmer’s Market asked for permission to use the Day Park parking lot & park for vendor overflow. The Tonasket Visitor Business Resource Center board gave their okay. The Council agreed that it would be all right with them.

                                                                        Consent Agenda

It was moved by Ramsey and seconded by Vugteveen to approve the consent agenda which consists of the minutes of the previous meeting, the June Payroll (1588-1626) $60,091.13 and the July bills (1587, 1627-1684) $73,785.83. Motion carried.

                                                                        Adjournment
