The regular meeting of the City Council of the City of Tonasket was held on Tuesday,  July 26, 2011 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Plumb and Councilmembers Griffin, Olson, Ramsey and Vugteveen who joined in the flag salute.

                                                                        Approval of Minutes

It was moved by Griffin and seconded by Vugteveen to approve the minutes of the

June 28th, 2011 meeting and the minutes of the July 12th, 2011 meeting with a correction to the statement that Councilmember Griffin made that the Pool Manager has been using this time (lap swim) for rescue drills for the lifeguards and Councilmember Griffin was wondering if this is the best use of the pool, to change it to reflect that Councilmember Griffin thought it was a good use of the pool. Motion carried.

                                                                        Name City Park

It was moved by Ramsey and seconded by Vugteveen to officially change the name of the “Day Park” to the “Founder’s Day Park”. Motion carried.

                                                                        Okanogan Conservation District

There was discussion on the matter as to whether the City of Tonasket should petition for inclusion to be within the Okanogan Conservation District.  There was much discussion on this subject and the Council determined that a public hearing inviting the citizens to come to a Public Hearing on August 9th at 6:30 pm would be beneficial since becoming part of the Okanogan Conservation District would mean additional property taxes. It was moved by Olson and seconded by Vugteveen to set a public hearing for 6:30 pm on Tuesday, August 9, 2011. Motion carried.

                                                                        Excuse Councilmember Hines

It was moved by Vugteveen and seconded by Griffin to excuse Councilmember Hines from the Council meeting. Motion carried.

                                                                        Olson Report

Councilmember Olson reported there is reference on blogs that the City has free showers at the City Pool. Currently that is not available. Councilmember Olson stated having a free shower could be an economic advantage for the City.  Councilmember Olson suggested Norman Weddle, Juan Calderon and Ed Jeffko for the Mayor’s Economic Development Committee.

                                                                        Griffin Report

Councilmembers Griffin and Ramsey have spent 15 hours at the Police Department painting the interior. Noma Wyllson, Police Clerk, has been very helpful. Councilmember Griffin stated she would like to attend the training in Leavenworth August 18 and 19th on Budgeting and Fiscal Management. She also reported that National Night Out is Tuesday August 2nd from 6pm to 8pm at State Street Park.  Councilmember Griffin suggested Eric Griffin for the Mayor’s Economic Committee.

                                                                        Olson

Councilmember Olson commented there were quite a number of dogs at History Park during the Friday night Music in the Park.

                                                                        Ramsey Report

Councilmember Ramsey reported she will be painting the graffiti on some of the buildings and will be needing paint supplies.

                                                                        Vugteveen Report

Councilmember Vugteveen reported the Good Dog Committee will be meeting on August 2nd, at 6:30 pm at Sue Edick’s home. She also reported that Beyer’s Market will be having a Grand Opening on August 6th from 10 am – 2 pm. Councilmember Vugteveen suggested Susan Williams to be on the Mayor’s Economic Development Committee.

                                                                        Painting Police Department

There was discussion on painting the exterior of the Police Department. Chief Burks has researched the matter. There are some repairs that need to done before the painting is started.

                                                                        Mayor Report

Mayor Plumb reported that the Truck and Tractor Pull at the Rodeo Grounds was well attended. He also reported he is still receiving complaints about mosquitoes.

                                                                        Drug Testing Discussion

There was a discussion on random drug testing for employees and elected officials. Mayor Plumb stated he has been approached by some employees for the Council to consider this matter.  Councilmember Olson stated that he is not comfortable with this and why would the City want to take this on? Councilmember Vugteveen asked if there is a legitimate concern. There was discussion also on the fact that Sunnyside has an ordinance that requires random drug testing. After further discussion no action was taken and the Mayor stated we will move on for now.

 

 

                                                                        Solid Waste Agreement

It was moved by Olson and seconded by Griffin to adopt the Interlocal Agreement with Okanogan County for Solid Waste Disposal contingent on Attorney Howe’s review that the agreement has not changed and continued on as before. Motion carried.

                                                                        Work Session/Storm Water

It was moved by Ramsey and seconded by Olson to set a work session on Storm drainage at 6pm prior to the August 23rd Council meeting. Motion carried.

                                                                        Charter Franchise

An extension for the Charter Franchise agreement was discussed. Mayor Plumb will be looking into alternative cable companies.

                                                                        Ordinance #696

It was moved by Olson and seconded by Griffin to adopt Ordinance #696. Motion carried. Ordinance #696 amends Chapter 3.28 of the Tonasket Municipal Code and thereby reducing the percentage of liquor taxes and profits paid to the County Council on Alcohol Problems.

                                                                        Park Plan

Kurt Danison reported on the process to declare the City’s swim pool obsolete. Declaring the swim pool obsolete would not make the City ineligible for future funding. Kurt also reported there are two funding sources that would cover swim pools. It was moved by Vugteveen and seconded by Ramsey to accept the Park Plan and release it for public review. Motion carried. The Park Plan consists of the Park and Recreation Plan 5 Year Action Program.

                                                                        Amendments

It was moved by Ramsey and seconded by Vugteveen to accept the following draft documents, the Amendment to Title 17 Zoning Code, Amendments to Title 16 Subdivision Code, and updates to the Comprehensive Plan Land Use Designation Map and direct the staff to initiate the formal 60 day review and SEPA process. Motion carried.

                                                                        Public Hearing Set

It was moved by Vugteveen and seconded by Olson to set September 27th as the Public Hearing on the Amendments to Title 17 Zoning Code, amendments to Title 16 Subdivision Code and updates to the Comprehensive Land Use Designation Map. Motion carried.

                                                                        Park Access

Kurt Danison reported that he has been in contact with County Commissioner Jim DeTro regarding the proposed access to Chief Tonasket Park. That access would be through a portion of County property south of town. This matter will continue to be researched.

                                                                        History Park

There was discussion on whether or not to close the gates at History Park at night. It was determined the gates would be closed and locked at night and the Zachman gate opened during the day.

                                                                        4th St.

There was discussion again that something needs to be done on 4th Street to keep cars from taking right hand turns onto SR 97 improperly. It was stated that lines should be painted to show that there is only one lane.

                                                                        EMS Agreement

The City Clerk presented the Interlocal Agreement with the EMS District for review.

 

The City Clerk reported a committee will be needed for selecting an engineer for the Water Plan Update and other City projects. Councilmember Griffin and Ramsey, Planner Kurt Danison, Superintendent Pilkinton and Clerk-Treasurer Attwood will be on the committee.

                                                                        Code Review

The Mayor and Council reviewed the City Code for 15 minutes.
