The regular meeting of the City Council of the City of Tonasket was held on Tuesday, August 25, 2009 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Walter and Councilmembers Griffin, Maden and Ramsey who joined in the flag salute. Also present was City Clerk Alice Attwood, and Assistant Superintendent Hugh Jensen. Councilmember Fancher arrived at 7:05 pm

                                                                        Approval of Minutes

It was moved by Maden and seconded by Ramsey to approve the minutes of the previous meeting with the change that the e-waste day “could be scheduled for the same time” to “will try to schedule the e-waste the same day”. Motion carried.

                                                                        Award/Jensen

Richard Markley, Department of Ecology, was in attendance to present Hugh Jensen with  the 2008 “Wastewater Treatment Plant Outstanding Performance” award. Mr. Markley stated that it is not easy to get this award. Hugh stated that the public works crew all work together. The Mayor and council and audience gave Hugh a round of applause for being the recipient of this award.

                                                                        Public Comment

There being no public comment the meeting continued.

                                                                        Proposed 4 Way Stop

The proposed 4 Way Stop was discussed. Councilmember Fancher stated she has received 6 calls in support of the 4 Way Stop at 4th and Whitcomb and that she is absolutely in favor of the proposal.  There was much discussion and the safety of pedestrians was a major concern. No action was taken on this matter and it will be talked about in the future.

                                                                        Resolution 2009-07

It was moved by Fancher and seconded by Griffin to adopt Resolution 2009-07. Motion carried. Resolution 2009-07 designates the Okanogan Valley Gazette Tribune as the official newspaper for the City of Tonasket.

                                                                        Capital Facilities Plan

It was moved by Maden and seconded by Ramsey to adopt the Capital Facilities Plan as presented. Motion carried. It was stated that the plan can be amended at any time.

                                                                        Fall Clean Up

The City Clerk reported she has been in contact with Bob Pelligrini regarding the Fall Clean Up. It is scheduled for September 26th. The details are still being worked on. It was discussed that community members might help out the disabled and elderly during the clean up. Councilmember Fancher stated that this would be a good senior project. The City Clerk will contact the school.

                                                                        Maden/Report

Councilmember Maden reported the TVBRC Board met and they are working on the final touches of the sign for the facility. Mayor Walter asked about the completion of the gazebo. There are a few pieces of roofing that are missing. It was stated the sign and the roof should be completed soon, possibly the 21st of September.

                                                                        2010 Budget Dates

It was moved by Griffin and seconded by Fancher to approve the budget dates for the 2010 Budget as follows:

                                                                        Budget Requests Due

The City Clerk announced that budget requests are due September 28th.

                                                                        Criminal Justice Meetings

Mayor Walter appointed City Clerk Attwood as the representative for the Criminal Justice sub-committee. The agreement the City has with Okanogan County will be ending December 31, 2009 and the sub-committee will be working on a new agreement. The agreement is the same as the cities of Oroville, Omak, Okanogan Brewster, Twisp, Winthrop, Elmer City, Coulee Dam and Pateros.

                                                                        Resolution 2009-08/Grant Funds

The City Clerk reported she has received information on the Public Works Board Small Communities in Rural Counties Grant Program. She has been in contact with Kurt Danison and Mark Varela asking their advice regarding this grant. There was discussion as to whether the police department building or the swimming pool should be the project to apply for since there can only be one application per city. Mayor Walter stated the police department building is in terrible shape and needs to be replaced. Councilmember Fancher stated the citizens want a swim pool.  It was moved by Griffin and seconded by Ramsey to adopt Resolution 2009-08. Motion carried. Councilmember Fancher voted no. Resolution 2009-08 authorizes the City to apply for these funds for the building of a Police Department. It was moved by Griffin and seconded by Ramsey to authorize the Mayor to sign the applicable documents and to spend up to $1000 for the grant writing. Motion carried. Councilmember Fancher voted no. The City Clerk stated that after discussing this with Mark Varela it was determined the City would have a better chance of being awarded this grant if the City could dedicate at least $20,000 to $25,000 as their share. There are funds in the Capital Improvement Fund for construction that could be dedicated for this project.

                                                                        Swim Pool

There was a discussion that the pool should have not been closed last week and that Council had decided to extend the season until after school was open.

                                                                        El Tapatio/Day Park

It was moved by Ramsey and seconded by Griffin to allow Pablo Cruz to vend his food at the Day Park on Sunday, August 30th from 6pm to 9pm for the Family College Fair that will be held at the Day Park. Motion carried.

                                                                        Library Board Request

It was the consensus of the Council to allow the Library Board to hang a brochure display case in the hallway. The Library board will be paying for the item.

                                                                        Notary Applications/Miller & Attwood

It was moved by Fancher and seconded by Griffin to allow Deniece Miller and Alice Attwood to become notaries at the city’s expense. Motion carried.

                                                                        SmileMobile Program

Washington Dental Service is sponsoring a “SmileMobile” that is coming to Tonasket which will provide dental care to children with limited family income. It will be at the Tonasket Elementary School from September 28, 2009 – October 2nd, 2009

                                                                        City Janitor

Councilmember Ramsey asked the City Clerk to find out the number of hours per week the janitor works.  The janitor has asked for an increase in her contract amount and there has been discussion if she should wait for the budget renewal or if it should be addressed now.
