The regular meeting of the City Council of the City of Tonasket was held on Tuesday, September 22, 2009 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Walter and Councilmembers Griffin, Maden, Ramsey, and Vugteveen who joined in the flag salute. Councilmember Fancher arrived at 7:13 pm.

 

Councilmember Ramsey made a motion to approve the minutes. The motion was withdrawn.

                                                                        Approval of Minutes

It was moved by Ramsey and seconded by Maden to approve the minutes of the previous meeting with the correction that Okanogan River Natural Food Co-op be changed to Tonasket Natural Foods Co-op. Motion carried.

                                                                        Correction/August Bills

It was moved by Ramsey and seconded by Vugteveen to rescind the $75,429.95 amount for bills approved at the September 8, 2009 meeting and approve $75,352.79 as the correct amount for the August bills. Motion carried.

                                                                        Maden/Report

Councilmember Maden reported the TVBRC Committee has approved the final design for the new sign at the facility. Christian Johnson, the City’s Building Official, will review the plans for the new sign.

                                                                        Winterfest Meeting

Councilmember Ramsey reported there will be a Winterfest meeting on October 7th at 6:00 pm.

                                                                        Holiday Lighting Meeting

There will be a Holiday Lighting meeting October 1, 2009 at 7:00 pm in the City Hall. Since there is a possibility that more than 2 Councilmembers may attend a notice will be published.

                                                                        Approve Payment/Notary Bonds

It was moved by Ramsey and seconded by Vugteveen to approve the payment of $100 for Deniece Miller and Alice Attwood to purchase the bond for their notary coverage. Motion carried.

                                                                        Resolution 2009-09

It was moved by Vugteveen and seconded by Griffin to adopt Resolution 2009-09. Motion carried. Councilmember Ramsey voted no. Resolution 2009-09 amends the fee resolution to include fees for filing a lien.

                                                                        Resolution 2009-10

It was moved by Vugteveen and seconded by Ramsey to adopt Resolution 2009-10. Motion carried. Resolution 2009-10 lists surplus equipment.

                                                                        Chamber/Payment

It was moved by Ramsey and seconded by Vugteveen to pay $2000 to the Chamber of Commerce from Hotel Motel Funds. Motion carried. $650 is for advertising $1350 is towards the wages at the TVBRC.

                                                                        Highlands Report

There was discussion on the Highlands Associates Progress Report. Kurt Dansion, had submitted a draft proposal for a Park and Recreation Plan Update that included $8,649.60 for public participation and the Council had questions as to what this figures included. The City Clerk will contact Kurt Danison to find out what the cost entails. The Council also had questions regarding what needs to be done first to proceed with finding funding for a new pool. The Clerk will also inquire about this question.

                                                                        Cascade Computer

It was moved by Fancher and seconded by Griffin to pay $263.86 to Cascade Computer Maintenance for computer work in the city hall. Motion carried.

                                                                        Grant Application

The Energy Efficiency and Conservation Block Grant was briefly discussed.

                                                                        ALP

The City Clerk asked if anyone had comments regarding the Airport Layout Plan that should be added or deleted. It was stated the ALP should be sent to the County when completed.

                                                                        Fancher/Eagle Canyon

Councilmember Fancher reported the Eagle Canyon Development Project has been stopped. There was discussion about the importance of protecting the airport, and that  future developments are responsibly constructed. The City Clerk will write a letter to be signed by the Mayor and Council regarding the Draft Comprehensive Plan.

                                                                        Ramsey/Airport

Councilmember Ramsey reported the local pilots are all very proud of the airport and the work all of the volunteers have done and they would very much like the Council to come up and see how nice the airport looks.

 

 

                                                                        Initiative 1033

The City Clerk handed out information to the Council on how to find information on  Initiative 1033.  Initiative 1003 will have a major impact on the Current Expense funds of cities if passed.

                                                                        IACC Conference

The City Clerk announced the IACC Conference is October 14-16 and if anyone is interested in attending to let her know.

                                                                        Regional Meetings

AWC Regional meetings are scheduled and there will be one on September 29th in Wenatchee.

                                                                        Bonaparte Meeting

There will be a Bonaparte Landowners meeting on September 24th at 6:30 pm in the City Hall.

                                                                        Fall Clean Up

The Fall Clean up will be this Saturday, September 26th by the City Shop.

                                                                        Henderson/Fines

Councilmember Maden asked about the fines imposed on Tom Henderson for tickets he received for failure to abide by compulsory collection and disposal of garbage and refuse and allowing scattered garbage or refuse upon premises which could be considered offensive, unsanitary, unsightly or unsafe to public health or hazardous to fire from accumulation of such refuse and garbage. The fines total $1375 and four tickets have been issued since September of 2006. There was concern this amount was extreme. There was further discussion and no action taken.
