The regular meeting of the City Council of the City of Tonasket was held Tuesday, September 23, 2008 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Councilmembers Fancher, Griffin, Maden, Ramsey and Vugteveen who joined in the flag salute. Also present was City Clerk-Treasurer Alice Attwood.

 

Due to the absence of Mayor Walter, Mayor Pro Tem Fancher presided over the meeting.

                                                                        Approval of Minutes

It was moved by Vugteveen and seconded by Maden to approve the minutes of the previous meeting. Motion carried.

                                                                        Scott Miller/Presentation

Scott Miller, Emergency Management Manager, was present to talk about what Emergency Services does for the city and to present the All Hazards Mitigation Plan to the Council.  Scott stated he works closely with Chief Burks and Officer Rice regarding emergency services and that the City of Tonasket is in compliance with state requirements. After further discussion and a few questions the Council thanked Mr. Miller for his presentation.

                                                                        Ramer/Payment Approval

It was moved by Maden and seconded by Vugteveen to pay Bob Ramer $2500 towards the work on the dump truck. Motion carried.

                                                                        Budget Workshop Date

It was moved by Griffin and seconded by Maden to change the 2009 Budget Workshop Hearing to Wednesday, November 12, 2008 which will be a regular Council meeting date due to the holiday on November 11th. Motion carried.

                                                                        Meeting/Okanogan

Councilmember Vugteveen reported she will be meeting with Craig Nelson, Okanogan City Councilmember, to discuss the possibility of sharing a Planner/Community Development Director.

                                                                        Economic Alliance Meeting

Councilmember Maden reported that Lee Debes, Rural Development, will be attending the Economic Alliance meeting September 24th at 11:00 am at the Koala Restaurant.

                                                                        Bonaparte Creek Meeting

Councilmember Ramsey reported she attended the Bonaparte Creek meeting and the citizens seem positive about discussing annexing into the city. There are concerns about what annexation would mean to the people but those issues can be discussed and addressed when the time is appropriate. Councilmember Maden stated there are opportunities for funding for the sewer extension if the people decide to annex into the city.

                                                                        TVBRC

Councilmember Ramsey also reported Sylvia Williams at the Visitor and Business Resource Center, will be attending a Okanogan Tourism meeting and she is also working towards finding volunteers for the facility.

                                                                        Public Transportation Impr. Conference

There will be a Public Transportation Improvement Conference on October 15th at

6:00 pm in the County Commissioners Hearing Room in the Old Virginia Grainger Building. The purpose of the PTIC is to study the viability of public transportation in Okanogan County.

                                                                        ALP Report/Lee Orr

Lee Orr was present and reported on the Airport Layout Plan meeting. Lee stated that he was impressed with David Miller, Century West Engineers. Mr. Miller has wide experience with airports and seems to be very knowledgeable regarding airport layout plans.

                                                                        Correspondence

The City Clerk read correspondence from Allene Halliday, Tonasket Senior Citizens and Michael and Karren Poulsen.

                                                                        Community Meeting

October 2nd there will be a Community meeting at 6 pm in the city hall to work on the holiday lighting project.

                                                                        Stop Sign/Stotts Ave.

The City Clerk was instructed to contact Attorney Howe to amend the traffic ordinance to add a stop sign on Stotts Ave. where it enters the Havillah Rd.
