The regular meeting of the City Council of the City of Tonasket was held on Tuesday, September 27th, 2011 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Plumb and Councilmembers Griffin, Hines, Olson and Ramsey who joined in the flag salute. Also present was Deputy Clerk-Treasurer Deniece Miller.

                                                                        Approval of Minutes

It was moved by Ramsey and seconded by Hines to approve the minutes of the previous meeting on September 13, 2011. Motion carried.

                                                                        Public Hearing/Amendments

This meeting has been advertised as a public hearing on Amendments to Titles 16 and 17 of the Tonasket Municipal Code and an update of the Comprehensive Plan Introduction, Land Use Element and Land Use Designation Map. Mayor Plumb opened the public hearing. Building Official Christian Johnson gave a staff report and entered documents and exhibits into the record. Planner Kurt Danison discussed the changes the Planning Commission recommended. Councilmember Olson had a concern about the zoning on Locust Ave. and Kurt recommended that the discussion on that could wait until they addressed the transportation section of the Comp Plan. The public hearing was closed. It was moved by Olson and seconded by Vugteveen to adopt by reference the Planning Commission’s Findings of Fact and conclusions and recommendations and direct Staff to prepare resolutions and ordinances enacting the same for the Council’s consideration at the Oct. 11, 2011 meeting with the addition of the Urban Growth area, Mill Drive/Bonaparte Creek/Seventh St. annexation area, and to direct the Planning Commission to investigate further the Land Use Designation Map. Motion carried.

                                                                        Public Hearing/Park & Rec. Plan Update

This meeting has been advertised as a public hearing on the Tonasket Park and Recreation Plan Update. Mayor Plumb opened the public hearing. Building Official Christian Johnson gave a staff report and entered documents and exhibits into the record. Planner Kurt Danison informed the Council that the Park Plan hadn’t been updated since 2006 and didn’t reflect the City’s current needs. There was discussion on the City Pool and the possibility of it being declared obsolete and closed from 1-4 years. The public hearing was closed. It was moved by Hines and seconded by Olson to adopt by reference the Planning Commission’s Findings of Fact and conclusions and recommendations and direct Staff to prepare a resolution enacting the same for the Council’s consideration at the Oct. 11, 2011 meeting with the change to the plan that the 5 year plan be moved up plus 1 year. Motion carried.

                                                                        Public Comment

Tom Henderson wanted to discuss with the Council the danger of crossing the streets in Tonasket because he was almost hit by a vehicle while he was crossing the street.

                                                                        Conservation District           

The Council talked about the pros and cons for joining the Conservation District. Mayor Plumb suggested that staff write a letter to the Conservation District requesting they relook at the fee schedule. It was decided to postpone the discussion until further notice.

                                                                        Recess

The Mayor called a 2 minute recess. After the 2 minutes the meeting was called back to order.

                                                                        Ord. 697                                 

It was moved by Ramsey and seconded by Griffin to adopt Ordinance 697. Motion carried. Ord. 697 amends the 2011 Budget Ordinances #688, #691 and #692.

                                                                        Airport Project Bid

Eric Johnson with the Aviation Division had spoken with City Clerk-Treasurer Alice Attwood about the materials Moe Asphalt had proposed using for the Airport not being suitable for runways. It was moved by Ramsey and seconded by Hines to reject Moe Asphalt Patching & Seal Coatings bid for Slurry/Crack Repair for the Tonasket Municipal Airport and restart the bidding process. Motion carried.

                                                                        Engineer/Airport Project

 Eric Johnson recommended that the City hire an Engineer to come up with specs and plans for the Airport Project. It was moved by Olson and seconded by Griffin to hire Varela and Assoc. to direct the project and to come up with the specs and plans for the airport project. Councilmember Ramsey asked why they weren’t choosing Century West because they had prepared our Airport Layout Plan. Mayor Plumb called for a vote and it failed 1-4. Olson voted yes, and Ramsey, Griffin, Vugteveen and Hines voted no. It was moved by Ramsey and seconded by Griffin to hire Century West to direct the project and to come up with the specs and plans for the airport project. Motion carried.

 

 

 

                                                                        Ramsey Report

Councilmember Ramsey reported that the Chamber of Commerce is purchasing and setting up video conferencing at the TVBRC. She also reported that the City Clean-Up was a success and was well attended.

                                                                        Griffin Report

Councilmember Griffin and Mayor Plumb will be attending a meeting the next day in Wenatchee for the Association of Washington Cities.  She also reported that the Homecoming Parade was great.

                                                                        Olson Report

Councilmember Olson stated that the finance committee met and that staff is compiling requests. He also had been approached about sidewalks on Mill Drive and wondered if the surveying was correct there. There was discussion and the Mayor stated that the City goes by deeds that are filed with the County and that our engineers would be addressing that issue.

                                                                        Events Coordinator

Jenny Holcomb-Vinton introduced herself to the Council. She is the new events coordinator for North Cascades Broadcasting on station 104.3.

                                                                        B3 Skate Park Sponsor Sign

It was moved by Olson and seconded by Ramsey to approve payment to Designer Signs for sponsor signs at the B3 Skatepark in the amount of $80.78. Motion carried.

                                                                        Workshop

There will be a workshop on October 4, 2011 from 7:00 pm to 8:30 pm. It will be to review rates, fees and salaries.

                                                                        Meeting with Varela

The water/sewer committee would like to meet with Varela on October 10, 2011 at 2:00 pm to discuss options for the water project and certain financing elements for the Rural Development loan funds and the engineering agreement.
