The regular meeting of the City Council of the City of Tonasket was held on Tuesday, September 9th, 2008 at 7:00 pm in the City Hall, Tonasket, Washington.

 

Those present were Mayor Walter and Councilmembers Fancher, Ramsey, Griffin, Maden and Vugteveen who joined in the flag salute.

 

Deniece Miller, Accounting-Records Clerk, wrote the minutes due to the absence of the City Clerk-Treasurer, Alice Attwood.

                                                                        Public Comment

Mayor Walter asked if there was anyone in the audience that wished to speak and no one responded.

                                                                        Ordinance #656

It was moved by Fancher and seconded by Maden to adopt Ordinance #656. Motion carried. Ordinance #656 is a budget amendment to include revenues and expenditures for the Salmon Viewing Platform.

                                                                        City Planner

Councilmember Vugteveen reported she talked to Craig Nelson with the City of Okanogan and he will be getting back to her in the next 2 weeks to set a date for a meeting.

                                                                        Maden Report

Councilmembers Maden and Ramsey met with Building Inspector Christian Johnson to discuss the library expansion. They went over the plans and Christian will be submitting a drawing of the plans. They will also be contacting Chris Branch to reschedule a meeting concerning annexation. Maden had information to pass along to the Airport Committee from MedStar that she had received. They are interested in possibly placing a MedStar helicopter full time here and want to help work on grants.

                                                                        Budget Dates

It was moved by Fancher and seconded by Vugteveen accept the budget dates with the change of November 11th meeting moved to November 4th. Motion carried.     

                                                                        Council Meeting Date Change

It was moved by Fancher and seconded by Ramsey to move the November 11, 2008 Council meeting to November 4, 2008. Motion carried.

                                                                        TIB Cost Estimate/Locust Ave. Project

It was moved by Maden and seconded by Fancher to approve the new TIB Cost Estimate, in the amount of $102,170.00, an increase of $28,645.00, as long as it does not cost the City any additional money. Motion carried. It was moved by Maden and seconded by Vugteveen to amend the TIB Cost Estimate to include authorizing the Mayor to sign the contract. Motion carried.  

                                                                        Quote/Basin Paving /Locust Ave. Project

It was moved by Fancher to approve the $102,170.00 quote with Basin Paving/Granite N.W. and authorize the Mayor to sign the contract. There was no second. It was moved by Fancher and seconded by Ramsey to amend the motion to approve the quote with Basin Paving as long as it doesn’t incur any more cost for the City. Motion carried.

                                                                        William Emfinger Pay Request

William Emfinger submitted a pay request for mobilization, clean-up and demobilization. It was moved by Fancher and seconded by Maden to approve the pay request in the amount of $10, 231.50 (which is minus 5% retainage), for William Emfinger with the understanding that he cannot send a bill for demobilization later. Motion carried. Ramsey voted no.

                                                                        Department Head Report

Chief Robert Burks informed the Council that the police department has the opportunity to get E-Trip which includes 3 free scanners and 3 free printers that would be installed in the police car laptops. When officers have an incident they would be able to scan driver’s licenses and the information would automatically be entered and then the tickets are printed. It is available from Washington Association of Sheriffs and Police Chiefs. No action was taken.

                                                                        Thank You Letter

It was the consensus of the Council that a letter be written thanking Noma and Robert Wyllson for their hard work cleaning the cemetery storage shed area.

                                                                        Correspondence

A letter was read from the Okanogan County Commissioners asking if the Council would like to participate in a Public Transportation Improvement Conference on October 15, 2008. It was decided to put it on the agenda for the next Council meeting. A letter was read from Joseph Louis-Martinez who worked for the City through a Tribal Youth Program this summer. The Tribe paid Joseph thru August 8th and he actually worked until August 15th. He was asking if the City would pay him for the 24 hours he wasn’t paid by the Tribe. It was moved by Maden and seconded by Griffen to approve paying Joseph Louis-Martinez $8.07 an hour for 24 hours. Motion carried.

                                                                        Flags USA

Councilmember Vugteveen received a call from Flags USA requesting payment for the past due account on the flag they made for the City. Clerk Deniece Miller will look into it.

                                                                        Walter Report

Mayor Walter reported that he had talked with the Bike Shop and there is concern that bikers coming through town have no place to camp for the night. They wanted the Council to consider letting them stay in Chief Tonasket Park overnight. The parks committee has not had a chance to meet and discuss this yet but will get together soon.

                                                                        Consent Agenda Approval

It was moved by Ramsey and seconded by Vugteveen to approve the Consent Agenda which includes the August Payroll, (9598-9634) $61,599.57, August Bills (18939-18985) $40,884.02 and the minutes of the previous meeting with the change that Councilmember Ramsey attended the meeting. Motion carried.

                                                                        Harvest Fest

Councilmember Ramsey reported that the Salmon Fest has changed its name to the Harvest Fest. They are asking to use the Day Park on October 11, 2008 from 11:00 am to approximately 3:00 pm. It was moved by Maden and seconded by Griffen to approve the Harvest Fest use of the Day Park on October 11, 2008 from 11:00 to 3:00. Motion carried.

                                                                        Accounting Classes

Councilmember Ramsey reported that Steve Mattson will be giving free college course accounting classes at the TVBRC (Tonasket Visitor Business Resource Center) on September 26, 2008 at 6:30 pm. It is open to the public and will continue as long as there is interest.
